About the Office:

In April 2015, Mayor Bill de Blasio released One New York: The Plan for a Strong and Just City (OneNYC), the City’s resilience strategy for inclusive growth and climate action. Under OneNYC, the City’s climate actions have accelerated to align New York City with the Paris Agreement. This includes actions that are working to dramatically reducing greenhouse gas emissions and adapt the City against the projected impacts of climate change. The Climate Policy and Programs team oversees these efforts from within the First Deputy Mayor’s office.

About the Role:

The Chief of Staff is a key member of the Climate Policy and Programs (CPP) team and reports to the Senior Director for Climate Policy and Programs and Chief Resilience Officer. This position is responsible for advancing the Senior Director’s priorities within the team and externally; overseeing the day-to-day management of the team; and advising the Senior Director on policy, operations and strategic planning. The Chief of Staff will develop appropriate procedures and tools to help coordinate the actions of the entire CPP team, including a central team and three offices overseen by the Senior Director: the Office of Environmental Coordination (OEC); the Office of Recovery and Resiliency (ORR); and the Office of Sustainability (MOS).

Responsibilities include, but are not limited to:

  • Develop and operate daily, weekly, and monthly policies and procedures with the Senior Director for managing time, advancing City priorities, managing staff and team meetings, making decisions, and elevating issues to the First Deputy Mayor
  • Support all aspects of responsibility under the Senior Director, including the management of agency relationships; coordination of interagency actions; ensuring a consistent public message; oversight of project execution; providing guidance on all documents that come into and leave the team to ensure a high quality of responsiveness and performance; and ensuring the execution of key milestones and initiatives across OEC, ORR, MOS, and the OneNYC initiative
  • Take on special projects and policy development tasks, as may be assigned by the Senior Director
  • Manage, in coordination with team’s administrative assistant, public appearances and speaking engagements of the Senior Director, including vetting invitations, coordinating remarks, speeches, slides and other content, and talking points; oversee actions by the team’s administrative assistant to ensure proper scheduling and preparation for all events
  • Monitor and coordinate various office management tasks, such as budget, personnel matters, and other sensitive, discreet, or confidential tasks, as may be assigned by the Senior Director
  • Work with the CPP External Affairs team and in coordination with the City Hall communications and legislative affairs teams to advance the City’s public climate action and resilience messages
  • Work with the CPP team to coordinate the City’s interactions with domestic and global climate networks (C40, 100 Resilient Cities, etc.) to ensure the appropriate engagement on climate policy, awards, communications, and strategic engagement to advance the City’s climate goals
  • Assist with the delivery of OneNYC strategies and annual Progress Reports
  • Assist with the efforts to secure sources of funding for the initiatives and near-term milestones
  • Assist the management of the team’s administrative assistant and support the establishment and maintenance of relevant electronic and paper files, including project, program and communication files
  • Assist in miscellaneous stakeholder outreach, special projects and events
  • Other duties, as assigned

Qualifications:

  • In-depth knowledge of One New York: The Plan for a Strong and Just City (OneNYC)
  • A Master’s degree in a relevant field (or related work experience) and a minimum of five (5) years of full-time relevant professional experience
  • An understanding of issues relating to climate change mitigation and adaptation in a large urban setting, and/or the interplay of resilience, environmental policy, the built environment, energy, urban planning, and economic development
  • A background in public policy, public administration, urban planning, sustainability management, community planning, or program development for community-based organizations;
  • Willingness to work as part of a team environment; adapts well to change
  • Attention to detail and excellent organization skills, which include and are not limited to the ability to manage complex projects; coordinate interagency programs; maintain control of analytical details while balancing large-scale program objectives; and gain the support of independent stakeholders
  • Excellent communication and interpersonal skills, particularly in terms of creating, directing and translating rigorous, defensible public policy models into transparent conclusions that can be easily explained and understood by the public
  • Demonstrated task and information management, including adhering to targeted deadlines; to problem solve and pay close attention to detail
  • New York City government work experience; or relevant technical or community-based professional experience, a plus
