The position is assigned in the Environment, Natural Resources and Agriculture Division (EAER) in the East Asia Regional Department (EARD).
The Water Resources Specialist will identify, develop, implement and administer loans and non-lending products and services in water resources management. He/she will contribute to the development of policy and strategies on water resources management and its impact on agriculture and natural resources development in developing member countries (DMCs). He/she will work with broad policies and objectives, working directly with clients, with supervision for critical tasks. The incumbent will report to Director, EAER and will supervise National and Administrative staff.
Provide information and analyses towards the development of strategies for water resources management and its impact on agricultural development in DMCs, in consultation with relevant government agencies and Resident Missions (RMs).
Contribute information and analyses for economic and sector work and interdepartmental working groups on water resources management.
Lead in the development, processing and administration of loan and technical assistance (TA) projects in the water sector.
Identify opportunities for ADB assistance projects aimed at operationalizing water resources management policies.
Integrate ADB’s policies and guidelines in the design and implementation of water resources management projects.
Participate in and contribute to internal and external training and conferences on water resources management and other activities for advocacy, dissemination and knowledge building.
Provide analyses and prepare knowledge papers concerning specific aspects of the water sector.
Provide leadership and support to reporting staff. Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance. Ensure the on-going learning and development of reporting staff.
Relevant Experience & Requirements
Master’s degree, or equivalent, in Water Resources Engineering. A university degree in Water Resources Engineering, with specialization in the agriculture and natural resources sector or other related fields, preferably at post-graduate level or its equivalent and at least 5 years’ specialized experience in similar organization/s.
At least 8 years of relevant professional experience in water resource management projects including multi-purpose projects, erosion mitigation, flood control and management, or related area as well as in project administration
International experience working in development in several countries
Able to utilize and share relevant knowledge to benefit the broader ADB community
Excellent written and verbal communication skills in English is required
Able to act as a mentor to the more junior team members, providing guidance on projects or processing of loans/technical assistance
Able to act as a coach to develop capabilities/potential of more junior colleagues
Able to act as a team leader when required with supervision from the Director or a more senior team leader

The selected candidate is appointed for an initial term of 3 years.
