NRC is looking for WASH Technical officer in our office in Severodonetsk, Ukraine. 
The role of the WASH Technical Officer is to ensure the implementation and technical supervision on WASH (Water, Sanitation, Hygiene) projects in Luhansk (potentially Donetsk) oblasts.

Job description


Ensure compliance with NRC policies, guidelines and standards 
Ensure compliance with WASH strategy, tools, handbooks, guidelines and standards 
Ensure that all WASH projects (repair, rehabilitation, service provision) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements 
WASH-specific technical responsibility for quality control and monitoring of project activities 
WASH-specific technical responsibility for project documentation of technical WASH activities 
Provide specific technical support and capacity building towards project staff 
Assess, promote and document ideas for technical improvement and further program development options 
Contribute to WASH-specific protection risks and needs analyses 
Ensure that the project is implemented in adherence with the requirements of the partnership agreement 
Contribute to designing of protection response to identified risks and needs 
Conduct technical assessments of water & wastewater networks and facilities, and design technical solutions for repairs, rehabilitation and/or reconstruction 
Provide technical information for the development of tender documents, and draft technical specifications, bills of quantities (BoQs), cost estimates, structural CAD drawings and other technical information for construction supplies and WASH services 
Review and analyze contract claims and variation orders, assess the completion of works, and prepare recommendations for payments, and interim and final payment certificates 
Supervise construction works, provide technical support to beneficiaries, coordinate with contractors and ensure that quality of materials and workmanship are according to technical specifications 
Supervise and monitor emergency response activities, included but not limited to water trucking and distributions of WAS-related non-food items 
Inform local authorities and communities about planned activities and selection criteria, and mobilize residents to actively participate in construction and rehabilitation works 
Coordinate with and involve communities, local authorities, humanitarian partners and other stakeholders in the activities, follow up on sustainability, operation & maintenance requirements, and ensure that all projects are in line with national guidelines and regulations 
Ensure activities target the most vulnerable, taking cross-cutting theme’s like protection, people with specific needs, gender issues, integrated programming etc. into account, and explore, assess and propose new technologies, methods and approaches to improve the quality of services 
Break down the annual operational plans into weekly and monthly implementation plans, with support from the WASH Coordinator, and produce weekly progress reports on WASH activities 
Ensure compliant project documentation

Qualifications


Bachelor degree or higher in architecture, civil engineering, water management or similar related field 
Minimum 3 years of experience in working as a civil engineer 
Work experience in a humanitarian organization and/or in complex and volatile environments preferred 
Understanding of WASH activities and knowledge of the context in Ukraine 
Native Russian and Ukrainian speaker, intermediate spoken and written English 
Willingness to work in demanding and stressful situations 
Proficiency with Microsoft Office (Word, Excel, Outlook) 
Excellent communication and time management skills and ability to deliver within tight deadlines
