The New England Interstate Water Pollution Control Commission (NEIWPCC) is seeking candidates for an Environmental Engineer to act as an Independent Environmental Monitor to conduct monitoring services for NYC DEP’s work under the Municipal Separate Sewer System “MS4” permit and for certain construction required under the Omnibus Order. The Environmental Engineer will focus on site inspections, meeting with local governments and coordinating with DEC’s New York City (Region 2) water and Central Office permits and compliance staff. The Environmental Engineer will become familiar with the City’s MS4 permit and New York State Department of Environmental Conservation’s (NYSDEC) Construction General Permit (CGP) and Multi-Sector General Permit (MSGP) programs as well as review all submissions under Appendix B to the Omni Order for accuracy and responsiveness.
The successful candidate will have a master’s degree in environmental or civil engineering, or related field. Additional educational experience substitutions are included in the full job description. Must have a New York State Professional Engineer’s license and current registration, and two years of full-time experience in professional environmental engineering, or possession of a professional engineer’s license and current registration from a State or Territory of the United States by means of a 16-hour written licensing examination which is the equivalent of that given in New York State. Knowledge of wastewater collection and treatment plant engineering design and operation practices and construction practices required. Knowledge of USEPA and NYSDEC water rules and regulations required. Proven experience and capability in working with state and local water/wastewater agencies a plus.
