ICF currently seeks a Water Sector Lead to support a large disaster recovery program recently awarded to ICF in Puerto Rico. This is an opportunity to use your technical expertise in the Water sector and be part of a strong team implementing important projects across Puerto Rico. This will be an extremely fast-paced project and while the work will be hard, the rewards will be great as we do our part to help rebuild Puerto Rico. As the Water Sector Lead you will Interface with FEMA, client and the ICF Regional Liaison Team to ensure the efficient and timely coordination and facilitation of multiple simultaneous Water related projects impacting Puerto Rico.  

  • Use your experience on water related projects to restore clean, safe potable water delivery and removal of brown and black water. Projects might involve solving a range of challenges such as: water reuse and recovery, restoration of pumping stations, storm water drainage, sewage removal, flood control planning and design;, fluvial and sediment transport analysis, flood mitigation studies, analysis of residential and institutional water-demand patterns; drainage systems planning and channel improvement.

  • Collaborate with water engineering professionals who may be performing complex hydrologic and hydraulic studies (H&H), designing 1D/2D flow models, conducting analysis/design calculations you do not need to be an Engineer but the ability to work in collaboration with experts is important to ensure the best solution is implemented.

  • Work with local, state and federal code requirements such as COH, HCFCD

  • Partner with our FEMA, Client and other stakeholders in the delivery of effective and timely solutions for project issues

  • Monitor status projects through obligation and completion.

  • Optimize procedures and maintain communication and focus

  • Maintain and track each case as required in project report management information system.

  • Collect and analyze key metrics and provide daily reports to management

  • Keep management team informed on issues, problems and resolutions

  • Superior customer service skill set, ability to listen, facilitate and negotiate problems. 

Requirements

  • Bachelor of Science Degree in Water Sciences, Civil Engineering or related subject is preferred however experience in lieu of a degree may be considered

  • Minimum of 3 years’ experience in water projects

  • Strong analytical, time management and communications skills

  • Familiarity supporting projects related to Hydraulic structures (including a variety of Bridges, Piers, etc.) including low flow and high flow, Pumps, Waste water treatment plants, Ground water systems and water recovery.

  • Familiarity with 1D and 2D flow models, solutions using unsteady state hydraulics a plus

  • Able to work up to 12 hours a day, 7 days a week and deploy to remote locations experiencing disaster impacts for 3+ months

  • Previous experience with FEMA Public Assistance Program is preferred

Preferred Skills

  • Familiarity with smartphone MS Office, and project management applications 

  • Prior FEMA experience

  • Bi-lingual in English and Spanish
