Job Brief

Perform, analyze, support, and/or coordinate water resource and water infrastructure planning, budgeting, accounting and management studies related to the department’s mission. Implement and support existing water resource projects and agreements. Conceive, propose, plan, negotiate and execute new water resource projects and agreements.  Provide direction on part of a large project or overall direction on a total project of moderate scope.

Job Responsibilities

  • Produces water contract budget forecasts and works with internal departments to develop pricing and expense allocations
  • Performs and/or coordinates planning, engineering and management studies of programs and activities for part of a large project or for a total project of moderate scope. (planning, quantity and quality resource management, treatment, demands, facilities, etc.)
  • Provides analytical expertise related to planning.
  • Supports and coordinates joint water planning activities with other entities.
  • Assists negotiation of water-related agreements.
  • Develops, operates, and maintains water resource planning activities.
  • Supports SRP’s involvement in regional water resource planning activities.
  • Supports other departments and outside agencies requiring or planning data and/or assistance related to planning.

Experience

A minimum of 5 years of experience actively engaged in water resource/facility planning or a related field, such as water rights administration, water and/or natural resources administration, hydrology, watershed management, economics, finance, quantitative business analysis, contract negotiations or administration.  Experience with water resource economics, water utility accounting, general economics or corporate/utility accounting is preferred.  Should have knowledge of, and experience in, Arizona water resources, Arizona or western water law. Experience with municipal water suppliers or water districts is useful.

Additional Information

Responsible for budgets, schedules, and management or resources for projects of moderate scope.  Frequent contact with regulatory agencies, land management agencies, water users and the public, sometimes under adversarial conditions. Ability to lead other SRP groups through input/review of agreements being negotiated to ensure SRP objectives are achieved. Ability to maintain confidential materials during negotiation and water rights litigation processes. Effective interpersonal skills to work with internal and external contacts. Ability to adjust hours to accommodate rush projects, to work effectively with various groups within and outside SRP, and the ability to perceive criteria affecting the future.

Education

Completion of a Bachelor’s Degree from an accredited institution that prepares the employee for the assignment.
