The United Nations Development Programme (UNDP) is an Implementing Agency of the Global Environment Facility (GEF), an Accredited Entity to the Green Climate Fund, and Multilateral Implementing Entity to the Adaptation Fund. UNDP’s Global Environmental Finance Unit supports developing countries in accessing funding from these vertical funds to finance activities that enhance their efforts to address climate change. It provides countries with highly specialized technical services for eligibility assessment, project design and formulation, identification and mobilization of project co-financing, project implementation management, project results management and evaluation, and knowledge management. UNDP staff support countries in identifying, designing and implementing financing mechanisms that can support and catalyze investments for climate change mitigation and climate change adaptation projects.
In this context, UNDP’s is engaging an international expert to provide technical support for the proposal formulation process for a disability inclusive climate change adaptation program in several countries within the Asia and Pacific region. This program will focus on the inclusion of persons with disabilities in the context of climate change risk reduction measures at the sub-national and local level.
Duties and Responsibilities
The main objective of the consultancy is to provide technical support for the formulation of a project proposal, targeting interventions in multiple countries within the Asia and Pacific region, which will seek financing from a variety of sources. The incumbent will be expected to provide inputs for the preparation of programme, comprising of several sub-projects, each targeting a specific financier (to be determined by UNDP) to address the specific and targeted needs of persons with disabilities in the context of resilience against climate change induced risks. The incumbent will also coordinate with the work of other members of a UNDP led project development team. This will include coordination with other members of the team entrusted with the task of developing other relevant and supplementary documents (including feasibility assessment, investment appraisal, safeguards appraisal, gender analysis, procurement plans, and budget and workplan) so that the collective efforts results in the clear articulation of a programme, including sub-projects which meet UNDP standards for project design.
Scope of Work
The consultant’s main responsibilities are as follows:
Coordinate inputs from international and national consultants and relevant stakeholders
To initiate contact and liaise with the relevant experts in Government, NGOs, CSOs, Private Sector, and other Development Partners to obtain critical input, including expert advice and information that can feed into the preparation of a feasibility assessment, concept design and proposal development.
To organize, lead, participate and collate information, in the form of reports whose structure and content is pre-agreed with UNDP staff, based on a series of consultations with stakeholders
Conduct country consultations and site visits to scope out the elements for the project proposal and to identify relevant partners
To synthesize key information from existing documents of relevance, given the scope of the intended project, that can then be used as input to the development of a feasibility assessment, concept design and proposal development
To collate data received from consultations, discussion with stakeholders, ministries and UNDP to support the work of GCF project formulation technical expert.
Design project Concept and Proposal
Support the Project Formulation technical expert to conduct technical analysis to flesh out project components and all technical sections of the proposal as per the Fund’s requirements;
Support the project formulation technical expert with background data to prepare the project logframe with well-defined indicators, targets, inputs and outputs;
Support project formulation technical expert with sufficient data to produce a draft feasibility report for the project concept based on the consultations, research and analysis conducted.
Support project formulation technical expert to undertake necessary consultations with relevant government agencies, stakeholders and experts to obtain comments/suggestions and incorporate these comments into the draft documents;
Support project formulation technical expert on outlining of financial structure of the project (with input from UNDP) and all main cost categories at the input level corresponding to all outcomes and outputs.

Required Skills and Experience
Master’s degree in social sciences, international development, or environment and geography with specific academic or professional experience in working with persons with disabilities, social minorities or underrepresented populations.
At least 5 years of experience related to disability work, advocacy, mobility planning, disability inclusion in disaster risk reduction, climate resilience or other closely related fields;
Experience providing technical research to experts in support of formulation of projects/programmes/proposals;
Experience developing multi-partner project proposals related to disability inclusion;
Experience working with multi-disciplinary teams, including local and expatriate technical experts;
Demonstrated experience in project development, implementation and management is an asset.
Excellent oral and written communication skills in English language;
Fluency in other UN languages is an advantage;
Fluency in Sign language would be a distinct advantage.
