  • demonstrating GGGI’s leadership in evidence-based program planning and implementation, research, analysis, tools and methodologies, and knowledge dissemination, exchange, and cooperation;
  • conducting applied or policy research and analysis, and producing GGGI’s flagship and strategic knowledge products;
  • designing and disseminating analytical tools and methodologies;
  • overseeing GGGI’s capacity building and knowledge sharing activities;
  • leading climate diplomacy programs and activities;
  • providing technical support to operational teams; and
  • building and supporting partnerships with international development and academic institutions.

GGGI’s green growth methodology team creates and applies new analytical tools and methodologies to assess green growth performance. The Green Growth Performance Measurement (GGPM) project supports development of the Green Growth Index, policy simulation model, and evidence library as part of a new methodology that provides an evidence-based tool for measuring green growth performance and year-to-year trends at national levels across all GGGI member and partner countries. The Green Growth Index ultimately is intended to inform and stimulate green growth policymaking and other implementation action across GGGI countries, and to broaden understanding and awareness of green growth progress with the international community. The Green Growth Index will form the backbone of GGGI’s forthcoming State of Green Growth flagship report, to be published annually starting in 2019.


The Analyst is expected to be an individual who is passionate about advancing the objectives of an extraordinary organization that drives innovation in accelerating green growth in developing countries. The Analyst will primarily support the execution of the GGPM project. This person will primarily support technical development of all three GGPM components, with primary focus on: identifying and developing green growth indicators and metrics; researching, compiling, and validating data; updating and improving the content, structure and functionality of the existing Excel‑based index and simulation tool; reviewing, updating and expanding the modeling methodologies; preparing technical reports and presentations to be delivered with the international community; and assisting in the planning and delivery of in‑country workshops to gather feedback on the tool and methodologies.


The Analyst will support the development of the GGPM tool to achieve the above mentioned objectives. He/she will engage with colleagues within GGGI and government officials in developing countries to expand meaningful application of up-to-date green growth knowledge and tools as well as the synthesis of cutting-edge insights and ideas. The individual shall also be expected to assist in the development of partnerships with other relevant international and academic institutions involved in supporting green growth performance measurement, metrics, and indicators.


Under the guidance of the GGPM Project Manager, this role requires engagement with members of GGGI’s Office of Thought Leadership and country project teams to develop the GGPM tool which captures opportunities for, and progress by, GGGI’s member countries in achieving green growth. At the same time, this individual will work to support the collaborative networks with external stakeholders in order to contribute towards knowledge development and expansion of GGGI’s project portfolio.


The general roles and responsibilities of the Analyst include:

  • Supporting the GGPM Project Manager, the Deputy Head of the Office of Thought Leadership, and other staff through technical and content-based involvement in the planning and execution of the GGPM project;
  • Supporting the development and dissemination of the GGPM, one of GGGI’s flagship knowledge products, including providing extensive technical input in developing key components of the Green Growth Index, Simulation Model, and Evidence Library;
  • Identifying and developing green growth indicators and metrics;
  • Collecting and validating country data to be utilized in the Index and Simulation Model;
  • Updating the existing Excel‑based Index and Simulation tool with revised data and indicators;
  • Developing and improving the structure, functionality and content of the Excel‑based tool through the use of advanced Excel functions and Visual Basic for Applications (VBA);
  • Reviewing, validating, and improving the methodologies used in the simulation model; 
  • Understanding GGGI project cycles and support the coordination of all projects in the thematic portfolio with respect to their design, execution, and closure;
  • Preparing technical reports and peer-reviewed articles for wide external publication as well as presentations to be delivered with the international community;
  • Supporting development of or directly developing publishable work products, including written narrative, data tables, graphical charts, and other materials to be used in the State of Green Growth report;
  • Supporting organization and delivery of technical workshops with stakeholders to inform, further develop, and promote GGPM products; and
  • Facilitating effective communication and cooperation with country project teams to enhance GGGI’s delivery.



  • A master’s degree or its equivalent in economics, statistics, econometrics, development, or other disciplines related to green growth and sustainable development; and
  • At least 3~5 years of professional experience in projects involving sustainable development (or green growth) metrics, indicators, indices, or a similar with a public or private sector organization.
  • International work experience (preferably multiple countries) 


  • Knowledge/experience including, but not limited to, a general understanding of quantitative analytical skills, a highly technical understanding of specific policies and measures relevant to green growth, governance and regulatory approaches in developing and emerging countries, and global trends in the thematic area;
  • Strong, clear understanding of the concept of green growth in the context of developing countries and emerging economies;
  • Experience and expertise in data analysis, research, and application of quantitative/qualitative assessment;
  • Experience in empirical research in the fields of energy and/or transport is a strength;
  • Advanced skills in Microsoft Excel or related applications;
  • Moderate-to-advanced skills in Visual Basic for Applications (VBA) or similar programming languages are a strength;
  • Experience with data visualization software such as Tableau is a strength;
  • Direct experience working for or with an international organization is a strength;
  • Direct experience supporting or working in developing countries and/or emerging economies on relevant projects is a strength; and
  • Fluency in English, with strong written and oral communication skills; knowledge of another relevant language is a strength.
