ABOUT THE MISSION IN SYRIA
Desired start date: 01/05/2018
Duration of the mission: 6 months (with possible extension depending on funding)
Location: Amuda (Deir Ez-Zor governorate)
ABOUT THE MISSION:
The Coordination team is based in Amman (Jordan) with 6 expatriates and 4 National staff. The North West operation (NWS) is managed from Amman with currently 5 expatriates and the operational base is located in Azaz (Aleppo governorate) with approximately 60 Syrian staff members. In the North East (NES), in Kobane and Ayn Issa (Raqqa governorate) the intervention is managed by 5 expatriates with 25 staff members. A base has also been opened in Deir Ez-Zor Governorate with currently 4 expatriates.
The NES intervention is currently targeting Raqqa and Kobane, Deir-Ez-zor (DeZ) districts through a WASH and NFI/Winterization support to displaced population and host communities. The NWS intervention in remote management is currently targeting Azaz district through a WASH, NFI/Winterization and FSL support to displaced population and host communities. The current total budget of the mission is approximately 7,000,000 USD.
ABOUT THE JOB…
SI is looking for a Programme Manager to lead its operations in operations in Deir Ez-Zor. Funded by ECHO, this project will consist in a multisector intervention in WASH, NFI and Shelter to support IDP Communities and Host Communities, with notably the following activities: emergency water supply and emergency sanitation facilities, emergency shelter kits.
Placed under the direct supervision of the Deir Ez-Zor Field Coordinator and with functional supervision from the Emergency Coordinator, the PM will manage a team currently comprised of approximately 17 staffs.
Leads the Implementation of program activities in DeZ
Manages, monitor and train the members of his team;
Guarantees the good performance and the quality of the program;
Specificities of the position and challenges
The local human resources are not very qualified and experienced and the needs of training are very high;
Intervention in scale up in difficult to access areas with significant logistics challenges (long times of travel to the field of interventions);
Security conditions are strict in areas of intervention;
Priorities for the 2/3 first months
Ensure the scale up of the program delivery in a very volatile context;
Identify needs of improvement and capacity building needs for his team;
Support the FC to develop the program strategy for the field office
Strong management skills
Formal training and qualifications in WaSH
Understanding of water treatment station functionality
Ability to operate safely and effectively in a security sensitive environment
Experience in NFI and cash distributions a plus
Prior experience in the same position in a complex crisis
To speak Levantine Arabic would be an asset
The candidate will be based in North East Syria at the main Amuda office, but will also be required to spend time working from Hassake sub-office. She/He will live in the SI guesthouse(s). In Amuda, living conditions are comfortable with some opportunities and places to socialize.
In Amman, where the job holder may travel occasionally, security levels are good and restrictions are very limited.
SI WILL OFFER YOU
A salaried post: according to experience from 1800 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly per diem of 700 USD.
Vacation: during the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 10-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
