Wastewater and Sanitation Consultant

Objectives/Purpose of the Assignment:

The consultant will support GGGI to deliver the activities under the urban wastewater and sanitation output, under the Green Urban Development Program within the 2017-2018 Work Program and Budget. The program output will be implemented in partnership with the Ministry of Public Works and Transport, in consultation with a range of other relevant ministries, development partners, non-government organizations, academic institutions and the private sector.

For delivery of the project outputs in 2018, the consultant will support GGGI’s Cambodia office in developing the following documents to support the outputs of the Green Urban Development Program in 2017-2018:

DEWATS Implementation Plan –The prefeasibility for the Investment Action plan for Wastewater treatment in Phnom Penh has been prepared in conjunction with BORDA. The consultant will assist and present IAPWT findings at National level workshop to discuss next stages needed for project implementation and design. The consultant will also conduct as needed, workshops and stakeholder meetings to create buy-in for the follow-up projects. The document should contain detailed step-by-step design of the program implementation steps, including (but not limited to) the capacity development components, technical inputs required, monitoring and evaluation framework, risk assessment and mitigation plan and partnership agreements required for successful implementation of the program.
National DEWATs Financing vehicle – GGGI is enquiring the possibilities of a National DEWATs Financing Vehicle as a follow up action of the pre-feasibility study executed together with BORDA. The consultant will assist the team in developing plans and to soft sound these ideas with financiers.
Capacity Building through Sub-TWG– The consultant will help to prepare the Sub-Technical Working Group (TWG) meetings on Wastewater & Sanitation. The sub-TWG will meet on average on a two-monthly basis and has MPWT as the Chair, and GGGI as Co-Chair for committee. In that role, the consultant will assist the HQ team in developing the work program for Sub-TWG, which will contribute to other outputs, including shaping the guideline/handbook (output 2) and the wastewater and sanitation project pipeline (output 3). The consultant will also, through the Sub-TWG, provide a detailed capacity building plan to be undertaken in the delivery of the program.
Draft Guidelines for implementation of “Sub-decree on sewerage and wastewater treatment and sanitation”- The consultant will assist in the preparation of guidelines for implementation of the sub-decree, in consultation with other relevant national ministries (e.g. through the sub-TWG), local government officials (e.g. in the priority secondary cities) and led by MPWT’s Department of Sewerage Treatment and Construction. The draft guidelines should:
define tariff setting and collection arrangements
provide guidance on setting up autonomous institutions for urban wastewater & sanitation and their relationship (if any) to the water supply utility
provide guidance on city-wide sanitation planning including entire sanitation value chain and on-site sanitation
provide guidance on linkages to drainage/flood management, and linkages to solid waste management.
provide guidance on performance standards and key roles & responsibilities (particularly for operations and maintenance)
Project Pipeline Development – The consultant will support the country team in the development of a project pipeline with short, medium and long-term targets, in partnership with the Ministry of MPWT, with assistance of the Provincial Departments of MPWT and the Municipality. For this, the consultant jointly with GGGIs sector lead carry out a sector mapping and an institutional assessment of the relevant agencies involved in wastewater management. The consultant will identify institutional gaps, and recommend the necessary actions to improve their effectiveness, and to mitigate the obstacles to making progress and achieving the changes required.  The consultant will help to identify secondary cities which would be conducive to effectively managing fecal sludge management. He/she will review the institutional framework within the different secondary cities, and identify which would be conducive to effectively DEWATS. For this he/she will review relevant information and studies, and consult with key agencies.  At least three out of four high potential sites in terms of perceived demand
All reports must be in English, in accordance with GGGI’s formatting requirements, and submitted in hard copy and digital formats along with complete sets of raw data, research materials, and interview notes. Consultant will also need to produce summaries of those reports in Khmer if requested by the government.

Scope of Work:

The consultant will undertake the research, analysis and consultations (with support from GGGI Cambodia office and GGGI Water HQ Team, to prepare the outputs described above. The consultant will work closely with the GGGI office in Cambodia for the period of the contract, and will be embedded within the Ministry of Public Works and Transport in Phnom Penh. The consultant shall work day-to-day with the GGGI Cambodia office in development of these documents and draw on the experiences of GGGI internationally, as well as other relevant institutions in designing the program implementation approach, capacity building plan and project pipeline.

The consultant will regularly consult with the water experts within GGGI’s Investment and Policy Solutions Division (IPSD) in development of the program implementation approach. All relevant GGGI project templates and the program log-frame will be shared with the selected consultant, and should be used as the basis for the development of these documents.

The consultant will report to the IPSD Water Sector Lead and Cambodia Country Representative.


Advanced degree (at least Masters) in public policy, wastewater and sanitation management, urban planning, urban economics, environmental sciences or other relevant fields
At least five years’ experience in project design & management in the relevant field: waste water & sanitation, sustainable development, green growth, and/or green cities development.
Previous work experience in Cambodia is required, and in particular, experience working with the government.
Broad knowledge and understanding of wastewater & sanitation, sustainable development, green growth, and/or green cities development
Strong stakeholder facilitation skill and communication skill
Strong analytic skill with practical knowledge
Excellent English-language report writing and communication skills. Khmer language skills is a plus.
