Title: Regional Environmental Compliance Advisor (Consultant)

The Regional Environmental Compliance Advisor – Consultant (RECA), under the technical direction of the Africa Bureau’s Bureau Environmental Officer (BEO) and in collaboration with Africa Bureau leadership, will be responsible for providing technical assistance to Africa missions and otherwise helping AFR/SD/EGEA meet its mandate to support USAID environment programming in the region, with particular focus on compliance with the Agency’s Environmental Procedures.
Natural resource management and environmental protection have an essential role to play in meeting all of U.S. Agency for International Development (USAID) development goals in sub-Saharan Africa. In addition to promoting the most effective implementation of the Africa Bureau’s funding devoted to this sector, the Bureau’s Office of Sustainable Development, Division of Economic Growth, Environment and Agriculture (AFR/SD/EGEA) has the responsibility to ensure that environmental considerations are incorporated into results planning, implementation, and monitoring, in compliance with USAID’s environmental regulations and in the interest of more effective program implementation. EGEA has a leadership role for the Bureau with regard to both of these broad objectives of Natural Resources Management (NRM) programming and environmental compliance, but works to achieve these objectives in collaboration with a wide range of partners across the bureau, in Washington and in the field, and in other USAID Bureaus and other U.S. Government agencies.
The RECA will be involved in the implementation of all aspects of EGEA’s environment program. S/he will work to support:
- Analytic processes that lead to improved environmental soundness across sectors;
- Capacity building to improve environmental review, planning and management;
- Integration of USAID environmental procedures into planning, implementation and results monitoring;
- Establishment of environmental frameworks that lead to incorporation of environmental assessments and monitoring into programs;
- Sustainable agriculture including integrated pest management, agroforestry (sustainable tree crops) and soil conservation and fertility; and
- The RECA will directly support the Bureau Environmental Officer (BEO) in the implementation of EGEA’s environment program activities. The BEO will have USAID management responsibility and will determine work objectives and priorities for this position.
DUTIES AND RESPONSIBILITIES
- Provide technical support and advice to USAID field missions in sub-Saharan Africa and to USAID/Washington on the effective and efficient implementation of USAID’s Environmental Procedures.
- Provide training and other capacity-building assistance to USAID staff and partners on issues related to environmental compliance and environmentally sound program design, particularly in field missions.
- Conduct research, provide analysis, and develop targeted and timely recommendations on specific environmental compliance issues as they relate to Africa Bureau missions.
- Help guide and facilitate the work of a virtual team of Regional and Mission Environmental Officers and other USAID staff across sub-Saharan Africa who together implement the requirements of USAID environmental regulations.
- Serve as the Mission Environmental Officer for AFR/SD programs, with responsibility for facilitating the unit’s compliance with USAID environmental procedures in ways which are consistent with the flexibility, purposes and guidelines of the Agency.
- Evaluate the effectiveness of environmental compliance operations across the region and promotes the gathering of lessons learned and the transfer of such lessons.
- Contribute to and facilitate the Bureau’s environmental oversight of multilateral development bank activities in sub-Saharan Africa, per Title XIII of the International Financial Institutions Act.
- Conceptualize and direct environmental review and policy analyses regarding costs, benefits, impact and trade-offs of alternative approaches, investments, and actions in the natural resource and environment areas.
Deliverables and activities:
- Manage the intake and review of approximately 50 environmental compliance documents per year, including quality control and dialogue with submitting operating units.
- Oversee the conduct of up to 3 Environmental Compliance Best Practice Reviews, which provide an in-depth review of the environmental compliance status of capacity of field missions.
- Organize and lead coordination conference calls with REAs and MEOs, bringing REAs together on a monthly basis and REAs and MEOs all together on a quarterly basis.
- Lead the organization annually of 1 regional environmental compliance training workshop for all of sub-Saharan Africa.
- Guide the development of and help organize 2-3 bilateral and sub-regional training workshops on the Agency’s Environmental Procedures.
- Help investigate and seek stakeholder input into up to 5 official Voting Position Recommendations for multilateral development bank activities under review per the Agency’s Title XIII responsibilities.
- Provide up to 15 days of analytical support to USAID policy and technical working groups, including but not limited to the Pesticide Management Working Group and the Fall Army Worm Working Group.
QUALIFICATIONS, EDUCATION and/or EXPERIENCE
- Ph.D. or Master’s degree in natural resource management or related environmental field and relevant work experience — three years’ experience if Ph.D. and five years’ experience if Master’s degree.
- A minimum of two years’ work experience in a USAID/Africa Mission.
- Speaking fluency in French, e.g. enough to do interviews with government officials and USAID partners; writing fluency not necessary;.
- Knowledge of international development issues in Africa; knowledge of U.S. foreign policy issues in the Africa region.
- Technical knowledge of pesticide management and Integrated Pest Management.
- Excellent research, analytical, writing and organizational skills.
- Ability to work effectively both individually and as a member of a team, including teams composed of members with cross-sectoral backgrounds or from different Bureaus and/or offices within USAID.
- Ability to influence senior-level decision-makers, particularly senior leadership of USAID Missions.
- Ability to plan, organize, and use time effectively; ability to handle multiple tasks simultaneously and work within tight deadlines.
- Demonstrated ability to exercise sound, independent, professional judgment.
- Ability to take initiative working with the direction of management; must be able to take ownership of projects, creatively solve problems, and see projects through to completion.
- U.S. Citizen with the ability to obtain a secret clearance.
