The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in the UN Environment, Law Division in Nairobi, Kenya. UN Environment’s Law Division is the lead Division charged with carrying out the functions of UN Environment in the field of environmental law, governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). To fulfill its mandate, the Division’s work focuses on: leading the international community in the progressive development of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UN Environment and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. Under the overall supervision of the Director and the direct supervision of the Deputy Director and within delegated authority, the incumbent will be responsible for the following:


Responsibilities

1. Takes the lead to develop, implement and evaluate assigned programmes/projects in the field of international environmental law; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. 

2. Directs research and programme review in the field of international environmental law and presents information gathered from diverse sources. 

3. Coordinates legal and policy development for enhanced implementation of international environmental law, goals, targets and objectives; reviews the assessments of issues and trends in the field of environmental policy and law, preparation of impact evaluation or equivalent studies. 

4. Undertakes survey initiatives among various stakeholders targeted by UNEP initiatives in the field of international environmental law; reviews and analyzes responses, identifies problems/issues and prepares conclusions. 

5. Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. 

6. Directs substantive support to consultative and other meetings, conferences, workshops and seminars in the field of international environmental law to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. 

7. Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities in the field of international environmental law and governance. 

8. Leads technical assistance missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. 

9. Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (work programme, programme budget, etc.). 

10. Establishes collaboration and partnerships with key officials at all levels inside and outside the organization to enhance programmes and activities in the field of international environmental law and policy in general. 

11. Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. 

12. Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in general international law, international and national environmental law, international relations, environmental management, or a related field. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.


Work Experience

A minimum of ten years of progressively responsible experience in project or programme management in the field of environment is required. Experience in development, implementation and enforcement of international and national environmental law, knowledge of international and national environmental governance and knowledge of international environmental negotiations is desirable.


Languages

English and French are the working languages of the UN secretariat. For the position advertised, fluency in English is required. Working knowledge of French is an asset.


Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
