Monitor of the implementing partners from the Ministry of Environment and Water (Bolivia)

In January 2014, the Agreement for the Programme Sustainable Natural Resource Management and Climate Change between the Royal Danish Embassy ERD and the Ministry of Environment and Water MMAyA (2014-2018), was signed, which is part of the Bolivia Country Programme. 
The Implementing Entities of the Thematic Programme 3, mentioned above, are: 
The Vice-Ministry of Environment, Biodiversity, Climate Change and Forest Management  (VMABCCGDF), which acts as the competent Environmental Authority and is the institution in charge of the public policy at the national level regarding issues of biodiversity, forests, environment, among others. 
The National Service of Protected Areas (SERNAP) which is a decentralized entity, and is in charge of  the country’s protected areas covering about 20% of the national territory. 
The Authority of Forests and Lands (ABT), which is under the responsibility of MMAyA  and is the entity  responsible to facilitate, regulate, control and monitor the integrated and sustainable management of forests and lands. 
The Plurinational Authority of Mother Earth, has its competences in planning, management, monitoring and evaluation of sustainable forest management and climate change. 
Implementing Entities have been developing various activities under the Country Programme (2014 – 2018), according to the annual Operational Planning Schedule.  
In order to increase the financial execution and improve the technical quality of the results of the programme, a consultant is needed to closely monitor the activities of the implementing partners in the Ministry of Environment and Water.

The consultant must comply with the following criteria: 
•        BA in Economics, Business Administration or Engineering 
•        Master in environmental management or management and evaluation of projects.  
Overall Experience:      
•        Ten years of experience from the issuance of the Diploma 
Specific experience: 
•        Seven years of experience in the field of environmental management and programs management and international cooperation projects.  
•        2 years of experience with Danida 
•        Knowledge of the national laws and regulation s.  
•        Experience with the National Service of Protected Areas in Bolivia.  
•        Fluent in Spanish (written and spoken) 
•        Spoken and written English (desirable) 

Amount of consultancy:   
The total amount for the monitor consultancy is DKK 544,871.40 including tax payments of Law, distribution of monthly payments for 29 months corresponding to the period between August. 2016 to Dec. 2018. 
Dates and Place of the consultancy:
The contract will begin from the contract signature until December 31, 2018. The schedule is established by the entities subject of the monitoring.  

Dates and Place of the consultancy:
The consultancy will take place from July 2016 to December 2018, in the city of La Paz  in the implementing partners offices in La Paz.
