Oxfam is commissioning this study in recognition of the need to understand the perspectives of decision makers and communities regarding water resource management to better shape the engagement of Government line agencies, WASH actors, and communities. As policy and technical/governance input, this study will help position Oxfam and other actors in the WASH sector a basis for WASH related regional-to-national level advocacy.

The study will also provide a clear understanding of the barriers and enablers related to water governance and water resource management issues that help or hinder a governance institution to function. The study will include literature/desk review (including Oxfam internal documents), Life –Cycle analysis of WASH Infrastructure, relook into transparency and engagement principles through a consultative process by involving key stakeholders from government line agencies, WASH actors, service providers and communities and other relevant data collection.

It must be noted that the study is not intended to look into the trans-boundary water issues despite the acknowledgement that these have an adverse impact on the water security in the region.

Useful Information

The research is expected to be completed in 32 working days from April to May 2018. The time may change considering the time of obtaining visa.


Oxfam will provide a return air-travel ticket using the most cost-efficient route.  Oxfam will also provide    accommodation and per diem (as per Oxfam policy) for the period of deployment in Iraq. Logistical support will also be provided by Oxfam.


The Consultant should possess the following to qualify for the engagement of Service:

  • Master Degree in Water Resource Management, Environmental Engineering, Hydrology and Hydraulics and Sciences related to the research theme
  • Sound understanding and use of various quantitative and qualitative research techniques, methodologies and tools
  • With proven and sufficient experience (3-5 Years) in conducting related researches on Water Governance and Water Resource Management
  • Experience in middle east will be an asset
  • Can work independently with quality output
  • Good oral and written English language skills, understanding of Arabic language will be a plus
