Organizational Setting
 
The Natural Resources Management Department at the FAO Regional Office in Bangkok aims at enhancing the agricultural productivity and advancing the sustainable use of land and water resources through their improved governance, development and management. It addresses the challenges member countries face in ensuring productive and efficient use of land and water resources in order to meet present and future demands for agricultural products, while ensuring the long-term sustainability of the land and water quantity and quality. It promotes equitable access to these natural resources with a view to enhancing productivity, livelihoods and ecosystem services. It provides assistance to member nations in developing policies and programmes, and adopting best practices and tools in the fields of irrigation and drainage, soil and water conservation, drought mitigation, water rights and access to natural resources.
 
Reporting Lines
 
The consultant will be home-based and will report to the FAO Regional Office for Asia and the Pacific and will work under the overall guidance of the Senior Water Resources Specialist.

Tasks and responsibilities
 
  1. Support technical cooperation projects at regional and national levels:
    • Support the day to day management and roll out of TCP/RAS/3616 Solar Power Irrigation and Groundwater Risk:
      1. Produce regional SPIS report/publication with inputs from technical staff
      2. Coordinate consultant recruitment and management
      3. Support the coordination of national and regional dialogue forums
    • Support the day to day management and roll out of TCP/RAS/3615/C2 Source to Sea for GEF-7:
      1. Produce river basin fact sheets/ publications for Sri Lanka, the Philippines and Indonesia
      2. Conduct research and prepare drafts of the FAO S2S Implementation Guidelines for Asia Pacific regional package
      3. Review and edit draft PIFs
      4. Respond to and support requests from additional countries in the BOBLME and PEMSEA sub-regions
      5. Ensure full engagement of the internal S2S team (fisheries, forestry, land, livestock and food systems), conducting regular meetings and information exchange
  2. Support all aspects of FAO’s leadership in regional water governance mechanisms (Asia Pacific Water Forum, Asia Water Council) on the water-food-energy nexus theme; including:
  • Organise speakers, session descriptions and reporting from the Asia International Water Week and the Asia Pacific Water Summit (APWS)
  • Help in the Organization of the Stockholm World Water Week (Lead Eye on Asia sessions for APWF, present solar and groundwater work, co-lead session with AWP on new AWP-FAO irrigation program, attend AGWA AGM)
  • Conduct preparations for Asia Water Council Board Meetings,
  • Conduct research, identify case studies and liaise with water experts across the region to draft the ‘Water Food Energy Nexus Regional Paper for the APWS and the 8th World Water Forum
  • Coordinate with the APWF consultant and UNESCAP to conduct the required stakeholder consultation process for the APWS and the  8th World Water Forum
  1.  Lead the RAP-RNE Interregional Water Scarcity Program (IR-WSP):
  • Work with the Senior Water Resources Specialist to develop the scope, objectives and approach
  • Manage the process of identifying participants, drafting background papers and monitoring inputs from consultants
  • Moderate e-forums and draft the final document for submission to the APWS and 8WWF
  1.  Support ongoing development of the South Asia Water Scarcity Programme:
  • Work closely with the leadership team (FAO and International Water Association) to develop communication materials, define project interventions, build a new partnership network and organise review meetings.
  • Act as coordinator for Project task Forces & manage roll out of country profiles
  • Coordinator for Government engagement and partners for inter-regional events
  • Produce Regional Water Scarcity Assessment Paper – to be submitted to academic journal
  1.  Support the development of a new regional water vision and long-term program of action for FAO in water across the Asia Pacific region
  • Assisting in the development of a new irrigation performance strategy with the Australian Water Partnership
  • Desktop research as required
  • Managing expert inputs via workshops/meetings
  • Supporting final proposal development and follow-up
  • Coordinator for Project task Forces
  1. Update and maintain the asia-water.org website
Support the Senior Water Resources Expert and other RAP colleagues as needed (eg. Green Climate Fund proposals)
 
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
 
Minimum Requirements
  • University degree in economics, social sciences or environmental sciences
  • At least 2 years of relevant experience in water, natural resource management or agricultural economics
  • Working knowledge of English
