The Government of the Republic of Malawi has received financing from the WorldBank toward the cost of the Lilongwe Water and Sanitation P roject (LWSP), and intends to apply part of the proceeds for consultingservices.
The project development objective of theLWSP is to increase access to improved water services and safelymanaged sanitation in Lilongwe City. The project scope consi sts of four components: Component 1 – water distributionnetwork rehabilitation, expansion and non-revenue water reduction; Co mponent 2 – Priority sanitation improvements; Component 3– Technical assistance; and Component 4 – Institutional capaci ty strengthening. The LWSP will be implementedover a period of five (5) years. The project will be implemented jointly by Lil ongwe Water Board (LWB) and Lilongwe City Council(LCC). However, the overall coordination of the Project will lie with LWB through the Project Implementation Unit(PIU).
The consulting services include: ensuring that various interventions implemented un der the LWSP comply withsocial policies, laws and regulations governing national/country and World Bank Policies that will be trigg ered by the projectimplementation; determine to what extent the Social Safeguard Policies of the World Bank and national legislatio ns and regulationsare followed during implementation of project activities such as: project components screening, construction of t heinfrastructures, compensation processes and implementation; overseeing grievance redress mechanism, reviewing of ESMP and RAP reports prepared by consultants for the various project sub components, level of compliance with regard to the provisions in theEnvironment Management Act 1996, Occupational Health and Safety Act 1997 and other cross cutting issues.
The LilongweWater Board now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interrest Wated Consultants should provide information demonstrating that they have the required qualifications and relevant experienceto perthe Services. The shortlisting criteria are:
- The Specialist must be a holder of at least a Master’sDegree in Sociology or Development Studies from a recognized institution;
- At least 10 years in the field ofEnvironmental and So cial Impact assessments that includes dealing with social issues as well as, community mobilization andstakeholder engagement, gend er analysis, management of land acquisition, resettlement and rehabilitation and as well aspreparation and implementation of Resett lement Action Plans and Environmental and Social Management Plans relating toinfrastructure construction programs;
- Good understanding of the World Bank’s operational policies, processes andprocedures including safeguard policies;
- Exce llent communication skills in English and Chichewa (verbal andwritten);
The Social Safeguards Sp ecialist shall be engaged on a one-year renewable contractsubject to satisfactory performance and shall be a member of the PIU. The attention of interes ted Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations f or IPF Borrowers” July 2016 Revised November2017 (“Procurement Regulations”), setting forth the World Bank’ s policy on conflict ofinterest.
A Consultant will be selected in accordance with the Individual Consultant(INDV)selection method set out in the Procurement Regulations.
