Bring your expertise and experience in policy and program analysis to the team at the Environmental Commissioner of Ontario (ECO), an independent officer of the Legislative Assembly of Ontario. The ECO is mandated with reporting to the Legislature on the implementation of the Environmental Bill of Rights (EBR), and progress in Ontario on climate change, energy conservation, and other environmental issues.

What can I expect to do in this role?

The ECO is hiring for one (1) permanent Policy Advisor position with a primary focus on contributing to the ECO’s mandate to report annually on the progress of activities to reduce greenhouse gases in Ontario.

This role involves: reviewing and evaluating policies, programs and activities in Ontario to mitigate greenhouse gas emissions and adapt the province to climate change; identifying opportunities for, or barriers to, emissions reductions and adaptation; developing recommendations for government action; preparing briefings on climate science and mitigation/adaptation policy; and communicating the ECO’s analysis through reports and presentations. 

This position will also contribute to the ECO’s other reporting responsibilities regarding energy conservation and environmental protection, and undertake other projects that support the ECO’s reporting duties and further the goals of the EBR. This will involve assisting the public in effectively exercising their rights under the EBR, for example, responding to letters, emails and phone calls from the public and assisting with applications submitted to the ECO.

How do I qualify?

  • University degree(s) in relevant fields, such as science, law, environmental studies, environmental/ecological/natural resources economics, or public policy and administration, is required. Applicants with experience in economic policy analysis are strongly encouraged to apply. Significant applicable work experience is an asset. 
  • Breadth and depth of knowledge of Ontario’s climate change policies, regulations, legislation and issues for key greenhouse gas emitting sectors, such as: energy efficiency, renewable energy, quantitative and qualitative analyses of greenhouse gas emissions data. Further in-depth knowledge or experience in any of the following areas would be an asset: 
    • knowledge of carbon-pricing mechanisms, such as cap and trade and carbon tax; 
    • experience implementing greenhouse gas reduction initiatives;
    • experience in public policy development or program evaluation; 
    • knowledge of greenhouse gas emissions forecasting and modeling.
  • Strong research, writing and analytical skills to produce published reports and internal briefings. 
  • Proficiency in analyzing data and specialized technical materials, and interpreting it for general audiences. 
  • Excellent judgement, ability to work independently without close supervision, solving routine and complex problems.
  • Strong time-management skills to manage workload, balancing short-term and daily reactive tasks with planning and executing long-term projects.
  • Strong communication and networking skills, to build relationships with relevant stakeholders, make public presentations, and help promote awareness and understanding of the ECO and its activities.
