The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Regional offices, sub-regional offices and country offices help to implement UN Environment’s global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This post is located in the Europe Office (EO) of UN Environment in Brussels.

Responsibilities

Under the direct supervision of the Director of the UN Environment’s Europe Office, the incumbent will be responsible for the following: 1. Networking, information exchange and awareness raising: Coordinating UN Environment’s relations with the European Union (EU) and related institutions. Increasing UN Environment’s visibility and cooperation with the EU bodies and relevant Major Groups and Stakeholders as well as media. Ensure UN Environment’s participation in inter-agency initiatives for environment coordination with these institutions. Provide policy advice to the Europe Office Director and the senior management on EU developments 2. Cooperation on UN Environment/EU policies and partnerships: Analyze and follow-up on European Commission (EC) policies and work programmes, as well as emerging policy trends and developments; Strengthening UN Environment’s strategic partnerships with the EC and other EU bodies advocating for the development and implementation of UN Environment’s policies, at European and global level. 3. Resource Mobilization: Monitor and coordinate political intelligence with funding opportunities from the EC, support the mobilization of resources for UN Environment’s Programme of Work from the EC, other EU institutions, as well as other Brussels-based institutions; Advise on and monitor projects submitted to the EC. Oversees development and implementation of strategic programmatic cooperation agreements with the EC. 4. Management of UN Environment Liaison Office in Brussels: Manage human resources in the office; Supervise office budget and timely expenditure of resources. Represent UN Environment at the Brussels UN House on administrative and logistics issues. Maintain relations and liaise with the host country Belgium. 5. Perform other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in international relations, political science, development, environment or related field. A first university degree With a combination of two years professional and academic qualifications may be accepted In lieu of the advanced degree.

Work Experience

A minimum of 10 years of relevant and progressive working experience in international affairs, development, environment or related field. Demonstrated experience at the international level in the diplomatic and policy-making areas is required. Experience dealing with European Institutions and European Union Decision Making, as well as in resource mobilization and partnerships building is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive written assessment assignment which will be followed by a competency-based interview.
