Background Information – Job-specific 

The consultant’s assistance is needed to support the Task Manager in undertaking activities related to the Global Environment Facility (GEF) portfolio of Climate Change Mitigation and Enabling  Activities and the Capacity Building Initiative for Transparency (CBIT). 

Support will involve: undertaking Green House Gases (GHG) and energy consumption calculations for project documents, drafting and revision of GEF Project Identification Forms (PIFs) including supporting country outreach, Program Framework Documents (PFDs) and Chief Executive Officer (CEO) Endorsement Documents that will be submitted to the Concept Review Committee (CRC), Project Review Committee (PRC) and GEF Secretariat, addressing comments from CRC/PRC/GEF Secretariat reviews, support and coordination for the preparation of projects (PPG phase), assisting in the internalization of approved projects, preparation and participation when needed in Steering Committee meetings and Inception Workshops, support on the day-to-day follow up of on-going projects, support in budget revisions and project extensions, support and coordination for any other reporting requirements (progress reports, expenditure reports, co-finance reports, final reports, etc.), assisting in the Mid Term Review (MTR), Mid Term Evaluation (MTE) and Terminal Evaluation (TE) of selected projects, and maintenance of the organizational system for tracking and monitoring the CCM/Task Manager portfolio of projects.

Under the direct supervision of the Co-Portfolio/Task Manager, Economy Division/Energy Climate and Technology Branch/GEF Climate Change Mitigation Unit the consultant shall perform the below duties:

Specific tasks and responsibilities

  • Support country teams to draft Climate Change Mitigation projects includingCapacity Building Initiative for Transparency assigned Project Identification Form and CEO Endorsement projects.Support the UN Environment and GEF review processes, and respond to comments.
  •  Coordinate with the Capacity Building Initiative for Transparency team.
  •  Draft the Capacity Building Initiative for Transparency strategy.
  • Assist in sourcing  new projects.
  •  Support project development and internalisation.
  • Support monitoring and management of Climate Change Mitigation including Capacity Building Initiative for Transparency projects under implementation.
  • Support and assist in the coordination with the other relevant stakeholders within UN Environment

 Ultimate result of services

  • Support is provided to country teams to draft Climate Change Mitigation including Capacity Building Initiative for Transparency assigned Project Identification Form and CEO Endorsement projects.
  • Support is provided to manage UN Environment and GEF review processes, and respond to comments.
  •  Coordination support and assistance is provided to the Capacity Building Initiative for Transparency team.
  •  Assistance in project sourcing is provided.
  • GEF approval of all Capacity Building Initiative for Transparency submitted proposals.
  • Support is provided in  project development and internalisation.
  • Support is provided to monitoring and management of Climate Change Mitigation including Capacity Building Initiative for Transparency projects under implementation.
Education
  • An advanced (Master’s) University degree in Engineering, Mathematics, Environmental Management and Social Sciences, Environmental Economic, Environmental Law, Environmental Policy or in close-related field is needed. 
  • University degree (Bachelors) in Engineering, Mathematics, Environmental Management and Social Sciences, Environmental Economic, Environmental Law, Environmental Policy or in close-related field with additional 2 years of relevant working experience may also be considered in lieu of an advanced (Master’s) University degree.
Experience 
  • Two years of experience with climate change mitigation project sourcing, scoping and development is required.
  • Experience in project management cycle, report writing and analytical skills as well as development background coupled with a capacity of developing tracking and monitoring tools is required.
  • Experience in working with National Communications and Green House Gas inventories is an asset.
  • Knowledge of the United Nations Framework Convention on Climate Change (UNFCCC) negotiations outcomes is an asset
  • Experience with transparency reporting and Monitoring, Review and verification (MRV) systems under the UNFCCC Paris agreement is an asset. 
  • Ability to review project design including support in the revision/drafting of project concepts and documents; work plans and budgets is required. 
  • Experience with GEF projects is an asset.
  • Experience in working with national government in developing countries on project cycle will be an asset.
  • Skills in project management and project design/proposal writing are highly essential.
Languages
  • Proficiency in oral and written English is required. 
  • Knowledge of French is an asset.
