This position will be temporarily vacant for a period of six months. This position is located in the Sustainable Development and Human Settlements Division. The Environmental Affairs Officer reports to the Chief of the Division. 
The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

Under the overall supervision of the Chief of the Sustainable Development and Human Settlements Division, the Environmental Affairs Officer will be responsible for the following duties:

  • Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and sustainable development issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. The main area of work is climate change.
  • Performs consulting assignments, in collaboration with clients, (e.g. Member States), by planning and facilitating workshops on sustainable development issues, through other interactive sessions and assisting in developing action plans clients will use to manage change.
  • Researches, analyzes sustainable development issues and presents information gathered from diverse sources.
  • Develops draft policy recommendations on sustainable development issues, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, 
  • Formulates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. 
  • Organizes and prepares written outputs on sustainable development issues, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations on sustainable development issues.
  • Provides substantive support on sustainable development issues to intergovernmental bodies such as the High-level Political Forum on Sustainable Development, the Economic and Social Council, and the General Assembly.
  • Participates in or take the lead in specific inter-agency or expert task forces or working groups either internally or with outside parties.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Prepares speeches and other inputs for presentations by senior staff on sustainable development issues.
  • Designs, manages and monitors the implementation of capacity building projects on sustainable development.
  • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in sustainable development, economics, public policy, public administration, finance, natural resources management, engineering, law, social sciences or related field is required. A first-level university degree in combination with two qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, policy-oriented work in a broad range of sustainable development issues is required. Experience in organizing and carrying out research related to climate change policies is required. Experience in the provision of technical assistance is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and in English is required.

  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. 
  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
  • A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. 
  • A staff member holding a temporary appointment who is recruited in the Professional and above categories, on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.   • Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat. 
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
