Job Description

As a senior water resources specialist for the Asian Development Bank (ADB), you will provide knowledge leadership to ADB’s regional departments on food security in the context of sustainable land and water management and irrigation service delivery. You will also support enabling policies and investments that ensure sustainable and inclusive food security in the Asia-Pacific region.

The job will entail specific assistance to the Water Sector Group and regional departments for (i) strategic operations support, (ii) knowledge management and knowledge sharing, and (iii) human resources and talent management support.

You will lead and support the formulation and implementation of projects and programs in water resources development and management that address food security and the nexus between water and food production in line with ADB’s water policy and the Water Operational Plan 2010-2020, as well as the Operational Plan for Agriculture and Natural Resources 2015-2020, including the economic cooperation program and other sub-regional cooperation programs.

In your role you will help ensure alignment of ADB project and policy development with the Netherlands’ food and nutrition security programs and initiatives. You will work within general policies, principles and goals of ADB, working directly with ADB staff and clients.

Expected outcomes:

a. Policies, strategy, and frameworks

  • Provide advice on strengthening water policies and strategies in ADB’s developing member countries (DMCs) that address the nexus of water-food production and promote improved water productivity to produce more crop per drop.
  • Conduct analytical work on addressing the water–food production nexus in ADB’s water investments, including how to integrate best practices in water resources development and management into ADB operations.
  • Ensure coordination with other relevant sector and thematic groups in the Sustainable Development and Climate Change (SDCC) department in promoting integrated water resources management and improved water productivity in relation to programs/projects/initiatives addressing food security.

b. Operational advice and support          

  • Support regional department operations of ADB in upstream portfolio development work, including sector assessments, diagnostics and other studies for water resources development and management with a focus on the requirement for food production.
  • Provide technical advice to regional department staff and DMC clients to develop robust and innovative projects consistent with the strategic objectives of ADB and priorities of DMCs, as well as innovative programs that would accelerate achievement of the Sustainable Development Goals. These will be in the context of improving food production through improved water resources management.
  • Provide operational support to prepare and administer projects as needed in coordination with the Water Sector Group and the regional departments.
  • Provide advice to regional department staff on initiatives to improve operational performance of water sector projects in the context of contributing to more productive and sustainable development and use of water resources.

c. Project management

  • Support technical assistance projects including regional technical assistance projects in the water sector under the lead of SDCC or in cooperation with the regional departments.
  • Support activities under the Water Financing Partnership Facility and other ADB funding sources supporting water and food security.

d. Knowledge sharing

  • Ensure the Water Sector Group and ADB regional departments remain at the forefront of global development and best practice with regard to issues related to food security and the water–food nexus.
  • Facilitate global/regional partnerships with centers of excellence (global/regional, public and private), donors, the private sector, academia, civil society organizations and the development community to strengthen ADB’s ability to deliver services that enhance water resources management and food security.
  • Help to organize and deliver knowledge events.
  • Orchestrate the delivery of high-impact thematic and cross-thematic publications to inform ADB stakeholders with regard to food security and the water–food nexus.
  • Identify and develop knowledge in new emerging areas as well as development of new technological innovations that can improve water resources management and irrigation service delivery in the context of food security and the water–food nexus.
  • Ensure mainstreaming of knowledge generated and research undertaken on water resources management, food security and the water–food nexus for SDCC, regional department ADB staff, and DMC counterparts.
  • Represent ADB at water-related events in the region and international fora.

e. Staff supervision

  • As directed by chief of the Water Sector Group and regional departments assume the role of project/activity leader and supervise the work of project/activity members as needed.
  • Supervise the performance of reporting staff (and consultants), providing clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff and associates.

Job Requirements

You have a master’s degree, or equivalent, in water resources management, agronomy, or a related discipline supported by relevant experience. A bachelor’s degree in water resources management, agronomy or related discipline combined with specialized experience in similar organization(s) may be considered in lieu of a master’s degree.

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least ten years of relevant professional experience in water or agricultural sectors.
  • Strong ability to perform work independently in your own field of specialization with experience of multiple disciplines.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries, with experience in ADB DMCs preferred.
  • Knowledge of – and network within the Netherlands food security policy and knowledge institutions.
