The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located in the Ecosystems Division, Ecosystems Services Economics Unit, at the Geneva duty station and reports to the Head of the Ecosystem Services Economics Unit.
Work with key clients including the with the respective UN Environment regional offices to facilitate the development, implementation and evaluation of the evaluation of The Economics of Ecosystems and Biodiversity (TEEB) Country Implementation project:
- Evaluate Agricultural Landscapes for Land Management and Climate Change;
- Monitor and analyze specific aspects of project development and implementation;
- Review relevant documents and reports;
- Identify problems and issues to be addressed and recommend corrective actions;
- Liaise with relevant parties; identify and track follow-up actions;
- Carry out basic research on selected aspects of the TEEB Country Implementation project, operations and other activities in the Ecosystem Services Economics Unit., including collecting, analyzing and presenting statistical data and other information gathered from diverse sources;
- Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
- Assist in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assist in developing the action plan the client will use to manage the change;
- Contribute to the preparation of written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.;
- Assist the TEEB Coordinator in the projects’ financial and administrative management: prepare, submit and follow up on project funding agreements linked to project implementation; ensure the timely submission of partners’ payment requests along with required deliverables; support the budget management and adequate management of human resources in the TEEB team; and plan the recruitment process, prepare and submit documents required for the recruitment of interns and consultants;
- Provide administrative and substantive support to consultative and other meetings and conferences, identify and propose participants, preparation of background documents and presentations and logistics;
- Undertake outreach activities;
- Participate in the development of training workshops, seminars;
- Participate in and make presentations on TEEB related topics/activities. Participate in field missions, including provision of substantive and administrative support and data collection;
- Coordinate activities related to budget funding (project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme/programme budget).
Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to Valuing of Ecosystem Services, the Economics of Ecosystems and Biodiversity and Mainstreaming environment into plans and policies. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. An advanced university degree (Master’s degree or equivalent) in economics, programme management or related fields is required. Training with focus on ecosystem service valuation and biophysical modelling is an added advantage. A first-level University degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 2 years of progressively responsible experience in the field of ecosystem service valuation or a related area and of project/programme management is required. Work experience at both the national and the intergovernmental level including experience working in developing countries is desirable. Knowledge of the UN system is an advantage.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required and fluency in oral and written Spanish is desirable. Knowledge of another UN language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
