Winrock International is recruiting a Environmental Safeguard Specialist for an anticipated project on developing a national REDD+ program in Uganda. This position will be based in Kampala, Uganda,?a duration of?18 months, full-time.

The anticipated project will provide key support to the Government of Uganda in advancing the development of subnational REDD+ in the Mt Elgon and Albertine Rift landscapes, including strategy development, stakeholder consultation, social and environmental safeguards, developing technical elements such as a monitoring, reporting, and verification system as well as a reference emissions level.


S/he will perform a range of planning, consultative, advisory and research functions related to the implementation of the Strategic Environmental and Social Assessment (SESA) resulting in an Environmental and Social Management Framework (ESMF). S/he will work under the supervision of the International Environmental Safeguard Specialist to identify and elaborate a consultation plan for a broad range of REDD+ stakeholders, including the most vulnerable and disenfranchised; conduct research studies to identify pressing environmental issues associated with deforestation and degradation; assess the environmental impacts of proposed REDD+ strategies and propose alternative approaches where negative impacts are identified; and elaborate relevant sections of the ESMF for broader stakeholder consultation and approval.

S/he will function with a high degree of adaptability, independence, latitude, and careful consideration for the interests, thoughts and opinions of the various stakeholders consulted during the course of this assignment. S/he will represent the project consortium at meetings and workshops, coordinate with other international agencies active in Uganda, as well as government and civil society actors to ensure cooperation on cross-cutting issues and initiatives, and to promote the most efficient use of resources.


The incumbent will offer expertise in assessing safeguard risks and developing appropriate management frameworks, conducting environmental impact assessments, and leading participatory consultation processes, and have experience successfully working with government bodies and/or international organizations in developing countries as well as the natural resource management sector.

Required skills and abilities should include:

  • Fluency in English
  • Ability to engage and interact with a broad range of potential stakeholder groups from local communities to high level government staff
  • Lead stakeholder participation workshops and meetings
  • Expertise in World Bank safeguard policies, environmental impact assessment and organizing participatory stakeholder engagement processes
  • Ability to communicate and work effectively with a wide range of counterparts representing different education levels and skill sets
  • Provide leadership, and ability to negotiate sensitive and complex issues through initiative, imagination, resourcefulness, and diplomacy.
  • Ability to organize, analyze, interpret, and report on research data
  • Prepare written reports and presentations using standard computer programs in the? Microsoft Office Suite (i.e., Word, Excel, Powerpoint)

Preferred skills and abilities should include:

  • Experience working on World Bank-funded projects
  • Ability to speak and/or write additional languages of Uganda important to the Mt Elgon or Albertine Rift landscapes
  • Experience working on REDD+ development in Uganda


Minimum six years of progressively responsible, professional-level experience in advising, coordinating and supporting national and/or international development projects. S/he will also have experience in one or more of the following aspects of safeguards:

  • REDD+ Safeguards and Strategic Environmental and Social Assessment (SESA)
  • World Bank safeguard policies
  • Local participation methods and approaches
  • Environmental Impact Assessments
  • Participatory resource mapping and assessment
