Project Officer (Madagascar)

WaterAid Madagascar is seeking a Project Officer to play a crucial role in our mission to make drinking water, decent toilets, and good hygene the norm everywhere and for everyone by 2030. The Project Officer will be responsible for managing rural, urban and small town projects and will report to the Project Manager within the Delivery Department Program (PDD). This position includes:

  • The design, planning, management of the implementation and sustainability of rural, urban and small town projects – SOFT and HARD
  • Establishment and development of partnerships with local actors
  • Monitoring, evaluation, and reporting of projects
  • Coordination, documentation and dissemination of the experiences of WaterAid and its partners and allies
  • Contributing to the thematic discussions of WaterAid
  • Support for the mobilization of external and local funds for rural, urban and small town projects
  • Quality assurance of the program in general and according to the themes assigned
  • Support superiors in the implementation of rural, urban and national programs 


  • Engineering degree in hydraulics or hydrogeology or geology or other similar with at least 5 years of experience in design, monitoring and control of drinking water, sanitation and hygiene infrastructure;
  • Successful minimum five years experience in project and partnership management (advocacy skills and institutional support would be an asset) and community mobilization
  • Experience within an NGO, association or project
  • Experience in participatory approaches
  • Experience in drafting project documents
  • Experience in project monitoring and evaluation
  • Knowledge in Geographical Information System (GIS)
  • Knowledge in digital cartography
  • Experience in integrated approaches would be an asset
  • A strong potential in Institutional Development
  • A very good knowledge of WASH
  • A strong disposition in Coomunications for Behavioral Change
  • Organizational capacity
  • Editorial capacity
  • Mastery of AutoCAD and Covadis tools
  • Analysis and synthesis skills without compromising quality of outputs
  • Dynamism and creativity combined with a spirit of initiative
  • Ability to work in a team 
  • Available for frequent trips in rural areas and outside Antananarivo
  • Proficiency in written and oral French and fluency in English would be an asset
  • Knowledge of the regions of Madagascar
  • Pragmatic and results oriented
