WASH OFFICER (Open to Mozambican Nationals only)

UNICEF Mozambique is currently seeking two WASH professionals to be hired on a temporary appointment until end of March 2017, to support the WASH section in managing WASH related funds.


This position supports the WASH section in managing WASH related funds and has the following objectives:

– Implement WASH technical assistance at provincial and local levels, with a focus on procurement support.

– Conduct field monitoring visits of ongoing projects.

– Support effective communication between donors and government partners.


The incumbent will use a combination of technical assistance, monitoring, and on-the-job training to support the implementation of WASH activities at national, provincial and district levels. Travel to the provinces required.

3. ACTIVITIES AND TASKS, including but not limited to

a. Capacity development: The incumbent will provide on the job training and implement the training package for provincial and district-level technicians, and/or national and provincial partners. This will include works supervision, preparation of technical specifications, contract management, operation and maintenance of water projects, and/or UNICEF financial processes and procedures, contract management, and operation and maintenance of water projects.

b. Procurement and Management: Provide technical assistance to the Provincial DPOPH and Districts in targeted provinces during the procurement process for, and contract management of, civil construction activities.

c. Coordination: Serve as the focal point for donor funds and for ensuring UNICEF’s financial processes and procedures are followed. 

d. Technical implementation: Monitor the implementation of water supply projects – boreholes, hand pumps – and the organization of operation and management committees.

e. Monitoring and supervision: Provide technical assistance for preparation of M&E tools; undertake regular field visits; participate in project reviews; prepare compilation of data for progress reports. Monitor and evaluate performance indicators.

f. Other activities:  Provide support to the UNICEF WASH team as necessary, including support for emergency activities.


Monthly progress reports (including trip reports) with activities undertaken, results and recommendations for follow-up. The reports will include: a) Activities undertaken to provide support to the local partners, and management of processes related to procurement, contract management and coordination; b) Monitoring reports with findings, recommendations of water, schools, and institutional sanitation works; c) Challenges encountered during the month and issues that need to be raised at a higher level; d) Expected activities for the month following reporting month.


The incumbent will report to the Chief of WASH based in Maputo. The incumbent will not have supervisory responsibilities.


a. Academic qualifications: University degree in Civil Engineering or related.

b. Work experience: Practical working experience and knowledge of Mozambique government procurement systems; At least two years of demonstrable experience in supervision, and/or design of water supply projects –boreholes with hand pumps and piped systems; Experience with operation and maintenance of water supply and sanitation services; Computer skills as a user (Microsoft package: Word, Excel, Power point, hydraulic design software, structural design software)

c. Skills and competencies: The candidate should be a good team player, have capacity building skills, and demonstrated ability to work with minimum supervision.

d. Language skills: Fluency in Portuguese, proficiency in English preferred.
