The International Centre for Integrated Mountain Development (ICIMOD) is a regional intergovernmental learning and knowledge sharing centre serving the eight regional member countries of the Hindu Kush Himalaya (HKH) – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. Working in partnership with regional and international organizations, ICIMOD aims to influence policy and practices to meet environmental and livelihood challenges emerging in the HKH. ICIMOD provides a platform for researchers, practitioners, and policy makers from the region and around the globe to generate and share knowledge, support evidence-based decision making, and encourage regional cooperation. ICIMOD delivers impact through its six Regional Programmes: 1) Adaptation and Resilience Building, 2) Transboundary Landscapes, 3) River Basins and Cryosphere, 4) Atmosphere, 5) Mountain Environment Regional Information System, and 6) Mountain Knowledge and Action Networks. These regional programmes are supported by four thematic competences of Livelihoods, Ecosystem Services, Water and Air, and Geospatial Solutions, and underpinned by Knowledge Management and Communication. ICIMOD seeks to reduce poverty and vulnerability and improve the lives and livelihoods of mountain women and men, now and in the future.
ICIMOD is known for its integrated and holistic approaches to meet multifaceted challenges of development. Even greater and more effective integration, interdisciplinary and transdisciplinary work are needed to address the complex issues facing the region. ICIMOD’s regional programmes provide platforms for more effective and integrative research, policy-relevant advice, and to promote sustainable development practices on the ground. 
The Adaptation and Resilience Building Regional Programme strives to enhance the resilience of mountain communities to risks and vulnerabilities, and strengthen their ability to harness opportunities arising from socioeconomic and environmental changes. This programme operates on three fundamental pillars:
 (1) Generating, collating, and sharing knowledge to understand the contours and drivers of change in the HKH, as well as the responses required to support mountain communities in managing change; (2) Developing solutions through innovative action research, pilots, and outscaling strategies that draw on approaches for resilience building, risk reduction and diversification, value chain development of mountain niche products and services, climate services, access to clean energy, and community disaster risk reduction (DRR) in order to develop effective adaptive strategies for poverty impacts; and (3) Outscaling of solutions, including development of  pro-poor, mountain-specific enabling policies and practices; engagement with the private sector and other entities seeking investment opportunities in the mountains; effective policy engagement and institutional capacity development. The targeted outcome of this programme is to enhance the resilience of HKH women and men to socioeconomic and environmental changes, including climate change.

Responsibilities and tasks

Under the direct supervision of the Deputy Director General, the Regional Programme Manager will guide the Programme, including programmatic and intellectual leadership, planning and coordination, budgeting and financial management, coordination and communication with stakeholders, engaging relevant human resources, monitoring the delivery of results, and ensuring the proper dissemination and outreach of impacts. Each regional programme consists of several initiatives, which are headed by Programme Coordinators. The Regional Programme Manager will directly supervise the Programme Coordinators and a small core team of programme support staff. 
The regional programmes will draw the necessary human resources from four thematic areas. An important responsibility for the Regional Programme Manager will thus be to ensure proper human resource planning by constructive coordination and negotiation with the four Theme Leaders. 
Main responsibilities
More specifically, the Regional Programme Manager will have the following responsibilities. 
Leadership and Regional Programme management
  • Ensure overall guidance and management of the regional programme and its initiatives, and provide guidance to the Initiative Coordinators to ensure that the results are consistent, complementary, and in line with the expected programme objectives 
  • Provide overall guidance for research in close coordination with Theme Leaders, and ensure interdisciplinary and transdisciplinary work that leads to positive development outcomes
  • Ensure efficient and effective engagement of human resources in smooth cooperation with the Initiative Coordinators and the Theme Leaders 
  • Ensure the development and monitoring of impact pathways 
  • Motivate and inspire team members towards the delivery of high quality results and the achievement of impact
  • Liaise and communicate with partners of the participating countries to ensure coherence and convergence of the programme outcomes 
  • Actively participate in and provide inputs to ICIMOD’s strategic planning process
Programme planning, monitoring, and reporting: 
  • Guide the Initiative Coordinators in preparing the work plans and budgets and, where necessary and relevant, ensure linkage/integration between initiatives
  • Identify and implement appropriate monitoring mechanisms for the smooth implementation of the programme, including follow-up on the performance of the initiatives, in coordination with ICIMOD’s Strategic Planning, Monitoring and Evaluation Unit 
  • Control the financial position of the programme and keep it under constant review
  • Ensure timely reporting to donors on projects (technical and financial); also ensure timely reporting by partners to ICIMOD 
  • Responsible for impact assessment and case studies in close collaboration with the Strategic Planning, Monitoring and Evaluation Unit of ICIMOD
Communication and outreach: In close coordination with Initiative Coordinators and the Knowledge Management and Communication Senior Manager:
  • Develop and maintain communication channels and foster constructive dialogue with different groups of stakeholders in the region and beyond 
  • Enable and support the appropriate dissemination of results and findings to policy makers at various levels and to international communities in order to deliver impacts. Represent ICIMOD as and when required to do so in regional and international fora
Collaboration and partnership development: 
  • Develop (and support the Initiative Coordinators in the development of) partnerships with national, regional, and global stakeholders for strategic collaboration to contribute to the Regional Programme objectives
  • Enable and support partner organizations to practise and facilitate regional and national collaboration, partnerships, and networking
  • Ensure that the role and participation of women are effectively integrated within the programme
  • Ensure close collaboration with the Strategic Cooperation Unit of the Centre
Team and capacity building: 
  • Take leadership in team and capacity building activities of the regional programme and partner organizations
  • Contribute to a positive, flexible, equitable, and professional working environment within the Regional Programme and ICIMOD as a whole
  • Mentor the programme’s young colleagues as necessary
Fundraising and resource mobilization: Lead resource mobilization activities to secure expansion of programme funding in close coordination with the Directorate, including: 
  • Supporting ICIMOD’s Directorate in resource mobilization activities to secure expansion of programme funding
  • Writing concept notes and proposals
  • Developing and maintaining constructive dialogue with sponsors whenever required
  • Exploring co-funding opportunities involving regional partners and/or member countries
Work as a team player within ICIMOD to support other activities and promote institutional goals, and work closely with colleagues to contribute to a constructive and professional working environment and to the development of ICIMOD as a fully integrated mountain development centre. Specifically, close and constructive teamwork is required with the Theme Leaders to ensure optimal use of the centre’s human resources

Minimum Qualifications

  • Post-graduate degree, preferably PhD, in social and/or natural sciences, preferably having working experience in interlinking with other disciplines for livelihoods and adaptation. Equivalent relevant work experience will also be considered.
  • At least 10 years of work experience in the programme-relevant specialization, of which part has preferably been in the HKH region
  • Five years of experience in a leading or management position, preferably in a multi-cultural environment
  • Experience in the management of large-scale research/development programmes
  • A proven track record in promoting and supporting gender equity

  • Strategic thinking: Creates strategies to achieve long terms goals; takes a cross regional perspective in finding new ways to grow the organization; evaluates issues with a broad multi-function and multi-year perspective; works across the organization to achieve results
  • Leadership: Manages and aligns the team around long term plans and programmes; creates the conditions that enable the team to perform at its best; sets high performance standards while acting consistently with established goals; optimizes resources, talent, expertise, and experience of team members

Duty Station

The duty station is Kathmandu; frequent travel in the region may be required.


Three years, of which the first six months are probationary. Starting date is as early as possible.


Salaries and benefits at ICIMOD are highly competitive compared to other regional organizations; remuneration is commensurate with experience and qualifications.
