Senior Analyst/Water and Sanitation Expert

Job Description:
The overall goal of the Compact, implemented from 2008-2013 was to reduce poverty through economic growth in the four Northern provinces of Mozambique (Niassa, Cabo Delgado, Nampula, and Zambézia). This consultancy is expected to produce an ex-post evaluation of the urban components of the Mozambique Water Supply and Sanitation Project. Cardno is seeking a Senior Analyst/Water and Sanitation Expert Experience to lead in the designing and carrying out of evaluations in the Water and Sanitation sector, particularly with a strong understanding of urban water systems. The ideal candidate would also possess strong economic, statistics and econometrics skills, including experience with detailed, high-level data analysis and sampling.
    • Develop evaluation materials that are held to international standard
    • Evaluate the impacts of the water supply and drainage activities on key outcomes such as water consumption, drainage capacity, flood incidence, etc.
    • Conduct data cleaning, analysis, and interpretation of results
    • Aid in the preparation of public-use data that ensures appropriate balance of enabling verification of analysis and broad use of the data with adherence to promises of confidentiality to survey respondents
    • Contribute to the Evaluability Assessment Report that provides an independent assessment of the program being evaluated
    • Review the project’s post-compact economic rate of return (ERR)
    • Work on the development of any necessary survey instruments for primary data collection
    • Responsible for developing and managing all data collection and entry protocols and implementation
    • Conduct cost benefit analysis (CBA)
    • Contribute to the Final Report and Data Documentation Package
  • Master’s degree or higher in civil engineering, economics, business, finance, public policy, or related field, with at least ten (10) years of related experience
  • Demonstrated experience working in the water and sanitation sector at a utility or with a regulatory or policymaking institution
  • Demonstrated experience working with or researching the impacts of infrastructure investments, water and sanitation projects highly preferred
  • Demonstrated experience designing or managing qualitative and quantitative research projects preferred
  • English proficiency is required
  • Fluency in Portuguese preferred
