RTI International is an independent, nonprofit research institute dedicated to improving the human condition. Our Water Resources Management Division (WRMD), headquartered in Fort Collins, Colorado, combines scientific rigor and technical expertise in water resources science and engineering to deliver environmental science solutions to the critical needs of clients worldwide.
 
The successful candidate will work at the RTI Water Resources Management Division in Ft. Collins, Colorado.
 
KEY RESPONSIBILITIES
 
Research and provide analysis on selected procurement programs, including how projects will be packaged and tendered, expected timing, budget, competition, and other details
Oversee the capture of procurement opportunities through facilitation of the proposal lifecycle from pre-solicitation through bid submission
Read and review RFPs, RFIs, and other solicitation documents and ensure team produces compliant, responsive proposals
Manage proposals in collaboration with RTI’s proposal development team (P3); serve as WRMD’s point person on proposals and interface to P3
Communicate importance of adhering to standard processes/procedures and responding with timeliness to administrative requests  
Create boilerplate in support of proposals, contribute to proposal strategy, including competitive analyses and win themes
Contribute to proposal preparation and non-technical content development 
Develop expertise and guide others at WRMD on World Bank and other client-specific proposal templates and requirements
 
The successful candidate will also:
Develop relationship with key program area leaders to support efforts to expand business and grow revenue in the commercial, state and local, federal, and international water resources markets through submission of high-quality proposals
Demonstrate proficiency as a power user and training ambassador for Salesforce, the institute’s CRM system
Support management of content libraries for proposals and marketing materials
Contribute to and maintain proposal metrics and reporting
Support the Business Development Team as requested/needed 
POSITION QUALIFICATIONS
 
Proven experience to direct and manage Federal, state, local, and/or international proposal processes
Proven ability to manage and lead cross-matrixed teams of diverse personnel
Advanced technical/proposal-style design and writing skills
Proficiency in MS Office Suite; experience or ability to learn other software and systems
Successful candidate will need strong detail orientation, enthusiasm for the role, schedule flexibility, and ability manage a high volume of work in a fast-paced/deadline-driven environment

EDUCATION / EXPERIENCE
 
Bachelor’s degree in business, communications, marketing, or in an environmental science or engineering field; equivalent experience considered
5-7 years of experience in professional services proposal development; experience in engineering services in the natural resources/environmental field a plus
