Water Governance and Economics Specialist

RTI International is currently seeking a Water Governance & Economics Specialist for an anticipated USAID-funded water activity in the Philippines. The Advisor will be responsible for overall activity management and delivery.

Primary Responsibilities:
  • Supervise and directly manage national and local water governance initiatives implementation and guidance for USAID, GoP, project team and partners in policy development, government capacity building, and demand/supply dynamics between government parties, private sector, CSO’s and local communities.
  • Develop and lead implementation of capacity building activities for national and local counterparts.
  • Provide oversight and strategic guidance for government counterparts in prioritizing the development and implementation of national water roadmaps, strategies to guide national and local policy makers.
  • Lead the use of hydro-economic models to evaluate food-energy-water nexus trade-offs of alternative water management futures
  • Contribute to the timely completion and quality of all technical deliverables and reports by project team.
  • Contribute to development of technical deliverables, project publications, website content and other documents as required.
  • Provide leadership for the tailoring and implementation of capacity development strategies for local and national governments and partners.
  • Provide substantive technical and policy contributions in collaboration with international and national partners such as ADB, World Bank, and USAID for the development of consistent and effective evidence-based best practices.
  • Oversee qualitative and quantitative operational research projects conducted in collaboration with local/regional partners and staff, to ensure scientific stature, data quality and accuracy; work with local/regional partners to ensure research findings are disseminated and used for decision-making, and build the regional evidence base for development and implementation of efficient and effective policies and initiatives.
  • Contribute to development of technical deliverables, project publications, website content and other documents as required.

Education and Experience:

  • Master’s degree or PhD in Water Resource Management, Institutional Development, Economics, Management, International Development, Public Policy or related field.
  • Demonstrated success managing and leading technical teams in the implementation of programs in South East Asia including: at least 12 years of progressive experience in the management and implementation of water and/or natural resource management and planning and 5 years of experience in designing and implementing water projects focused on evidence to policy to planning to implementation for government and other stakeholders.
  • Experience partnering with national and local governments and other related institutions and stakeholders at global, regional and national with different roles, responsibilities and goals.
  • A record of publications, presentations, reports or analyses on water resource assessment, modelling and planning.
  • Extensive experience in client relationship management, reporting, program planning, budgeting, implementation and personnel management.

  • Must be fluent (writing and speaking) in English; additional language proficiency in relevant languages (e.g. Tagalog) would be an asset.
