Given, energy being the core of the Cambodia’s economic development and green economy, the government has set a target of having all villages in the nation to have accessibility from any source by 2020 and at least 70% of households to have access to grid-quality electricity by 2030. By 2017, it is expected to have around 79% of total villages and 61% of total households to be electrified.  Increasing use of renewable energy sources such as solar energy in the energy mix for Cambodia will lead to a positive impact on the economic growth and thereby, result in other co-benefits such as job creations, and improvement in the overall health conditions. Specifically, the application of solar technologies will lead in overall reduction of fossil fuel dependency and the direct implication of significant reduction in the levels of GHG emission and air pollution levels. Access to clean technologies such as solar can also reduce vulnerability of the rural population to climate change impacts. Although there have been some initiatives to promote solar PV technologies in Cambodia, applications of solar technologies remain underinvested due to several barriers related to policies, financial and awareness.


UNDP has been supporting the Royal Government of Cambodia (RGC) to formulate a GCF proposal on scale up of solar applications with the aim to reduce GHG emissions, fossil fuel dependency, and improve rural access to energy. In this context, UNDP Cambodia is seeking to recruit a Project Formulation Expert to develop a concept note for submission to the GCF by March 2018. The expected duration of the assignment is 46 working days from February – June 2018, with two missions for up to 10 days.

Duties and Responsibilities

The main task of Project Formulation Expert is to carry out a number of activities to formulate a GCF Concept Note on solar PV energy. The expert is expected to perform the following activities:

Activity 1: Formulation of the baseline, identification of sectoral and structural barriers, and background analysis of the GCF Concept Note by:

  • Review of findings of the studies commissioned by UNDP Cambodia (solar business model study, de-risking solar PV energy/DREI, and solar power pumping feasibility study);
  • Review of the de-risking/DREI pre-feasibility study for GCF Concept preparation;
  • Study of government’s policy and legal framework related to the energy and climate change;
  • Stocktaking of the past and ongoing energy related initiatives in Cambodia and other countries;
  • Study and review of any relevant documentation including de-risking solar PV energy/DREI findings, and further assess storage technologies and applications’ potential and recommend an approach for integrating storage aspects into the GCF proposal.

Activity 2: Development of the GCF project concept note that includes strategies, project budget plan, work plan, and theory of change based on:

  • Analysis/preparation of project strategies to remove the identified barriers;
  • Formulate recommendations of policy and financial instruments appropriate for solar investments in Cambodia based on the de-risking solar PV energy/DREI study;
  • Consult with UNDP (Country Office and Bangkok Regional Hub) and relevant stakeholders such as the government (NDA, and relevant line agencies), private sector, NGOs and development partners on the project strategy and co-financing opportunity;
  • Engage relevant stakeholders to identify project interventions and ensure linkages with the government’s priorities;
  • Address and consolidate comments from a range of stakeholders on project design and refine project’s strategies;
  • Prepare a power-point presentation on the final project concept design;
  • Prepare for full submission package to GCF with pre-feasibility study as per GCF requirements.

  • Strong knowledge in strategic plans and innovation related environmental management and sustainable development;
  • Strong coordination and facilitation skill;
  • Strong analytical, critical thinking and writing skill;
  • Strong interpersonal and cross-cultural communication skills;
  • Attention to details and ability to think creatively;
  • Ability to work effectively in the team and transfer knowledge to and build capacity of local partners;
  • Familiarity of UN/UNDP procedures and requirements.
Required Skills and Experience


  • Master’s Degree in Environmental Science or related field


  • At least 7 years of professional experience in energy, climate change mitigation, and low carbon emission economy;
  • Sound knowledge in clean energy technologies, and policies, experience in Cambodia or within the region context is a plus;
  • Practical experience in financial and economic analysis;
  • Proven past experience in energy related project formulation particularly on renewable energy in developing countries;
  • Excellent analytical and drafting skills in English;
  • Working experience with multi-stakeholder and multi-disciplinary consultation processes;
  • Previous experience in concept/proposal formulation for the Green Climate Fund is an asset.
