Job Purpose

The Principal Portfolio Management Specialist oversees the performance of division’s portfolio and leads in identifying, developing, processing, implementing and administering loans, technical assistance (TA) projects, and provides relevant stakeholders with necessary technical support and knowledge for projects. The incumbent is expected to Prepare and administer as team leader complex loan and TA projects within sectoral or thematic areas of expertise. She/he will report to the Director of SAER and supervise National and Administrative staff assigned to project administration.


  • Lead in preparing and monitoring annual portfolio management plans, projections for contract awards and disbursements, completion reports, review mission schedules, and delegation of projects to resident missions (RMs)

  • Lead the monitoring, periodic review and progress reporting of project and program implementation, financial progress, compliance with safeguards requirements and covenants, and the achievement of targeted project outcomes and impact.

  • Oversee the sector results profiles for environment, natural resources and agriculture, ensuring their consistency with division’s strategic goals, and integration with the country result frameworks and projects’ design and monitoring frameworks.

  • Lead in identifying project-specific implementation issues and prepare action plans and consolidate into division’s report for the portfolio review meetings of SARD.

  • Guide mission leaders to improve project design and implementation arrangements at project processing stage, to ensure consistency with sector result profiles, appropriateness of activities and outputs, and implementation arrangements.

  • Lead in identifying general issues that are commonly found under division’s portfolio, analyze the background and key constraints, and propose measures to resolve them.
  • Represent the division in annual country portfolio review missions, tripartite portfolio review meetings, SARD’s portfolio review meetings, and other meetings on portfolio review.

  • Lead the review of division’s business norms in portfolio management and project implementation, and identify areas for improvement, and propose new business flows or procedures within the framework of ADB’s policies and procedures.

  • Prepare and administer as team leader complex loans and TA projects within sectoral or thematic areas of expertise.

  • Lead in improving the quality of division staff’s back-to-office reports, technical assistance completion reports, project completion reports, and other reports and memoranda related to project implementation. Ensure timeliness, quality, consistency, and protocol of outgoing communications related to the division’s project implementation and portfolio management.

  • Lead the team of project administration unit (PAU), and ensure the overall quality of their works. Supervise the performance of the project teams and individuals, providing clear direction and regular monitoring and feedback on performance.

  • Lead, supervise, and support reporting staff, including their performance and development.


Relevant Experience & Requirements

  • Master’s degree in specializing in Economics, Finance, Engineering, Agriculture or rural development.

  • Minimum of 12 years of relevant professional experience in the preparation of investment projects processing and administration.

    • Must have managerial skills and experience in leading professionals, teams, and missions for technical matters, projects, decisions in project processing and administration.

  • Excellent written and verbal communication skills in English is required.

  • Proficient or advanced competency level in Client Orientation, Achieving Results and Problem Solving and Knowledge Sharing.

General Considerations

The selected candidate is appointed for an initial term of 3 years.
