Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region. ADB’s mission is to reduce poverty and promote sustainable economic growth in the region. ADB’s main instruments for helping its developing member countries are policy dialogue, loans, equity investments, guarantees, grants, and technical assistance.

ADB only hires nationals of its 67 member countries.

The position is assigned in the Southeast Asia Urban Development and Water Division (SEUW) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client orientation and delivering ADB assistance in Southeast Asian countries.

SEUW is responsible for a $4 billion program and portfolio in Myanmar, Cambodia, Lao PDR, Vietnam, Philippines and Indonesia. With the region facing rapid urbanization, SEUW is preparing itself to provide cutting-edge knowledge solutions to its developing member countries and supporting cities in delivering quality urban services. The region also houses highly advanced executing agencies and provides ADB an opportunity to identify and deliver innovative solutions through its program design.

Specifically, SEUW supports in policy development, knowledge management, budget management, project quality assurance, sector analytical work and loan and technical assistance processing and administration in the urban development and water sectors, most notably: (i) urban and rural water supply services; (ii) urban and rural sanitation and wastewater management; (iii) climate change and urban resilience; and (iv) urban planning, development and management.

Job Purpose

The Project Analyst will independently support International Staff and/or senior National Staff in sector programming; project processing; project planning and administration, including analytical and statistical support to assigned project portfolio. The incumbent will report to designated International Staff and National Staff.

Responsibilities

  • Monitor loan and TA processing schedules, prepare status updates and identify corrective actions if required;

  • Provide initial analysis of the portfolio performance, prepare implementation status reports and identify areas for improvement in portfolio performance;

  • Review and improve quality of various reports and ensure compliance with relevant ADB policies and guidelines;

  • Update electronic project management information and public disclosure systems based on input of project officers;

  • Review and update procurement plans and assist with review of bid documents, request for proposals and bid evaluations reports and submissions;

  • Participate in processing and administrative review missions;

  • Draft all relevant correspondence; and

  • Perform other duties and ad hoc requirements as required and reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

  • Bachelor’s degree in any relevant field

  • Minimum of 5 years of relevant professional experience

  • Excellent written and verbal communication skills in English is required

  • Demonstrates knowledge and understanding of ADB operational processes and procedures

  • Able to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports

  • Demonstrates in-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes

  • Possesses good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance

  • Demonstrates proficiency in ADB standard software programs and information technologies

  • Liaises and works effectively with staff within own work location and throughout ADB, and can work collaboratively with teams as a constructive team member

General Considerations

The selected candidate is appointed for an initial term of 3 years.

ADB offers competitive remuneration and a comprehensive benefits package. Actual appointment salary will be based on ADB’s standards and computation, taking into account the selected individual’s qualifications and experience.
