The purpose of this position is to strengthen UNICEF’s capacity in education  sector to ensure strategic support for planning, measuring the impact of ongoing response identifying the gaps that leads to critical decision making at subnational, national levels.

Purpose of the Assignment:

The overall objective of the consultancy is to provide technical support to Education Section to maintain and monitoring progress of the flood emergency response.

The Consultants will be engaged to provide technical assistance to UNICEF zonal offices, country office and its partners to implement humanitarian activities identified during humanitarian response and recovery period. This would specifically mean that the consultant will:

  • Provide technical assistance to Districts stakeholders, national and local partners in implementation of  WASH in Schools Flood response  works led by Education section
  • Develop and Monitor partners WASH response activities and provide progress report on Cluster and UNICEF supported activities under ECW program,
  • Provide assistance to UNICEF zonal and country offices and district government/Education Cluster as part of strengthening the Government capacity as cluster lead on preparedness and response,
  • Provide support to monitor supplies provided by UNICEF  Education  in the targeted schools of  flood affected areas,
  • Provided technical assistance to develop and support r development of  Standard operating procedures related to WASH in schools preparedness and response
  • Document case studies related to WASH in Schools response and recovery in the affected areas. Any other tasks that may be required (within reason) to achieve the objective of this assignment

Specific Tasks   

  • In close coordination with Zonal WASH and  Education Officers and NCO Emergency WASH Specialist, Education Specialist  provide technical assistance to PCA partners to  assess WASH in schools  needs for each targeted school for implementation

Duration of the Contract

The timeline of this consultancy work is 11 months from the date of signing on the contract. 

Proposed Schedule for Deliverables

1st Deliverable by 15 January 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

2nd Deliverable by 15 March 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

Submission of draft inputs for  ECW  reporting.

3rd Deliverable by 15 May 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

Submission of Draft inputs for ECW reporting.

Submission of content  for  Education Assessment and Info/Management Training  of  Assessment and IM meeting for Cluster partners

4th Deliverable by 15 July 2018:

Submission of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

5th Deliverable by 15 September 2018:

Submission of weekly and monthly reports covering  UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of  ECW  project including WASH  analysis

6th Deliverable by 15 November 2018:

Completion of weekly and monthly reports covering UNICEF PCA partners and Cluster Agencies with analysis of coverage and gaps, and summary of ECW project including WASH analysis.

Submission of draft inputs for Final Report to ECW.

Minimum Qualifications Required

  1. Education: Education qualifications and clear fields of studies required to carry out tasks in this assignment)

    • University degree in the social sciences (international development, international relations, education, or related technical field), business administration or management (information management, information technology or related technical field).
  2. Work Experience: Number of years of experience in specific field(s) of work

    • At least three years of progressively responsible professional work experience at the national and/or international levels in information management, humanitarian aid/ international development program management, monitoring and evaluation, or related field.
    • Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
    • Familiarity and experience working with UN agencies 
    • Familiarity and good experience working with Government sector ministry, UN agencies and wider sector stakeholders will be given an extra priority.
  3. Special skills: List any special skills and /or knowledge required 

    • Strong technical knowledge of excel, database design using normalization techniques, and mapping software knowledge such as QGIS.
    • Knowledge about the humanitarian and development communities, including the IASC cluster approach, NGOs, the UN system, governments, and donors.
    • Experience of humanitarian needs assessments, surveys, and monitoring and evaluation processes.
    • Strong IT skills, including website content management, Kobo, MS Office applications.
    • Demonstrated training/capacity building experience.  
    • Experience of developing and using databases and content management systems
    • Knowledge of core programming languages such as Java, Python and VBA programming experience considered and advantage
    • Prior use of Geographic Information Management Systems considered an advantage.
    • Understands key technical issues of coordination well enough to be able to: engage with organizations involved in response and  recovery
    • Direct experience of education in emergencies considered an advantage.
    • Knowledge and familiarity with the INEE Minimum Standards (English/Nepali) considered an advantage 

      The consultancy holder will have good working knowledge in the following languages:
