Objective and Purpose of the Assignment
The Asian Development Bank (ADB) is processing a Technical Assistance (TA) Loan for Bangladesh urban development and water sector expected to be approved in mid-2018. There will be number of potential investment projects involving different executing agencies (EAs) under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development & Cooperatives. Possible EAs are Department of Public Health Engineering (DPHE), Rajshahi Water Supply and Sewerage Authority (RWASA), Local Government Engineering Department (LGED), and LGD Urban Wing. The proposed projects are likely to include water supply and sanitation for selected pourashavas and RWASA, City Corporations Inclusive Development, and Sustainable Solid Waste Management. ADB will recruit a national individual consultant for water supply and sanitation to work with selected EAs (DPHE and RWASA) and advice on appropriate project design particularly in selecting infrastructure options and design and operation and maintenance arrangement. This individual consultant will be recruited by ADB directly during the processing of the proposed TA Loan to provide professional inputs to the TA team and the relevant EAs as appropriate.
The proposed TA loan will provide technical assistance mainly in terms of consultancy services to prepare feasibility study, identify potential subprojects, detail design of infrastructures and facilities, cost estimates, and bid document preparation. There will be group of international and national consultancy services to be recruited under the TA Loan. The consultant will help EAs in reviewing bid documents. He/she will train relevant staff. ADB may also require the consultant to closely work with TA Loan experts after they are recruited.
Detailed Tasks and/or Expected Output
The consultant will be responsible to ADB task officer for detailed work plan to be worked out after commencing the assignment. Details tasks will cover review of relevant project documents, assist in development of proposed project design, recommend appropriate infrastructure components and design, advise on institutional arrangement, suggest and provide training, and review bid documents.
The national consultant will be recruited for 120 working days over a period of 12 months from 14 January to 31 December 2018. The consultant will be based in Dhaka. He/she will require to work closely with selected EAs – mainly DPHE and RWASA. The consultant may require to travel to selected cities outside Dhaka.
The consultant will prepare and submit several reports: (i) an inception report with 20 working days of commencement assignment, (ii) quarterly progress reports within 15 working days of end of each quarter, and (iii) a completion report within 7 working days after the end assignment. The consultant may also be required to prepare and submit technical report(s) asrequested by ADB task officer.
The contract is subject to performance evaluation review, conducted at midpoint or anytime, whichever comes first. The review shall be based on achievement of assignment specific outputs on time and on budget. Any changes in stated outputs need to be approved by ADB. ADB reserves the right to terminate the contract if i) outputs are not achieved on time and at quality level acceptable to ADB; ii) services are no longer required or iii) for any reasons in the interest of the project. Pre-termination of the contract is subject to 2-week notice.
Minimum Qualification Requirements
The candidate must have a bachelor degree in engineering preferably in civil engineering. Minimum 15 years’ experience in water supply systems design and operations with minimum 10 years in public water utilities (WASAs/ large pourashavas/ DPHE). Preference will be given for the candidates who worked for water supply investment projects of ADB and/or of similar development partners. Experience on ADB and government procurement procedures will be considered as an added qualification. The candidate must be willing to travel outside Dhaka and stay few days. Working with other team members is desirable.
