The Water Division Director (WDD) position is a key leadership position in Region 6, Dallas Texas. The WDD position has executive level responsibilities for the overall management and evaluation of cross-cutting policy, regulatory and legislative coordination for the Clean Water Act, and Safe Drinking Water Act programs for the states of Arkansas, Louisiana, Oklahoma, New Mexico and Texas and 66 Indian Tribes. Further the Division Director is responsible for setting goals, priorities, and objectives for water quality planning, public water supply protection, groundwater protection, state revolving funds management and implementation of the National Pollutant Discharge Elimination System permitting program. The Water Division Director serves as the Region’s representative on the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States (RESTORE) Council and administers the water and wastewater infrastructure financing and construction activity for the U. S. Mexico Border infrastructure programs.
The Division Director position operates at the highest level of Region 6, the Agency and external organizations to achieve the goals of Region 6 and agency. The incumbent leads an office of four (4) branches which communicate national and regional operating guidance; promote compliance with Federal regulations in partnership with our States and Tribes.

1. Program Planning: Accomplishes or directs the planning and other related staff work involved in the review, development and execution of new or modified rules, regulations, standards, policies, practices, projects and programs under the authority of the Clean Water Act, Safe Drinking Water Act, and other programs that may be assigned.
2. Program Organization: Accomplishes or directs the actions involved in organizing the program. Receives inputs from resources and planning staffs and determines the allocation and utilization of resources (i.e., primarily FTE and money) required to accomplish the program within the parameters established by legislation and Agency policy. Reviews the Water Division’s organizational and functional assignment; in terms of meeting program goals and objectives. Integrates the various water programs in to a viable overall program that balances program objectives with program realities.
3. Program Direction: Accomplishes or directs the actions involved in completing assigned projects, redirecting work, establishing priorities, and changing program emphasis.
4. Program Coordination: Accomplishes or directs the actions involved in coordinating the program with internal and external organizations, determining or recommending, the compromises to be made and maintain effective relations with interested groups.
5. Program Control: Accomplishes or directs the actions involved in evaluating the work of the program using the Agency’s strategic plan, key performance indicators established by the National Program Manager, and priorities of Administrator and Regional Administrator. Establishes or directs and monitors the establishment of controls to review the accomplishment of the Regional Water Program. Evaluates existing policies, projects and procedures by reviewing reports, conducting field visits, performing or directing the performance of periodic and special studies; studying petitions and complaints from interested person and groups, especially environmental organizations.
6. Program Forecasting: Accomplishes or directs the actions involved in determining the effect on the Regional Water Program.
7. Program Operations: Accomplishes or directs the day-to-day operations of the program, such as interpreting rules, regulations, policies, and standards to the states and localities that make up the region; providing review, both formally and informally, to plans, actions, projects, programs, standards, etc., proposed by states and localities; and the like.
8. Program Management: Supervises, with the assistance of the Deputy Division Director a large group of EPA employees organized into branches headed by subordinate supervisors.
9. Performs other duties as assigned including the management of other programs that may from time-to-time be assigned to the Water Division, e.g., permits, solid waste, environmental impact statement preparation and/or review, etc.
10. Applies strategic planning, leadership and management concepts and tools in directing the work unit.
11. Ensures Division records and non-record information and managed in ways that comply with all EPA directives, guidelines and procedures.
12. Establishes internal controls to ensure agency grant funds are being used for the purposes for which they were awarded; conducts periodic audits of state agency programs inclusive of financial records, and manages grant funds to award grants on a timely bases and minimize un-liquidated balances.
13. Develops National and Regional leadership development programs and implements policies and course of action in fostering the organization’s mission, principles, core values and ideas.
