Under the overall guidance of the FAO Representative in Syria, the functional supervision of the Deputy Representative, and in collaboration with all the relevant units, the incumbent will deliver the following key specific tasks:

· Provide close technical assistance in developing and implementing water for production projects in Syria;

· Support development and review of water for production management strategies/policies for sustainable water use in Syria;

· Support planning for rehabilitation and restructuring of the existing water systems;

· Develop innovative approaches using low cost technologies (solar panel, wind, bio energy and others) for irrigation systems and water for production management for FAO projects;

· Promote water harvesting management soil conservation technologies for improved food production as key elements for adaptation to drought, climate change and resilience building for food and nutrition security;

· Support or develop training and capacity building curriculum for water for production key stakeholders including FAO project beneficiaries;

· Support access to water for production as key for resilience building in agriculture sector for food and nutrition security;

· Spearhead micro-catchment based participatory hazard risk diagnosis and vulnerability assessments to identify, plan and implement appropriate soil and water conservation, drought and climate change adaptation strategies;

· Integrate gender concerns in all land and water for production management activities;

· Support in building the capacity of key institutions at national and governorate levels responsible for water for production and FAO project beneficiaries for resilience building in the face of drought and climate change and adaptation;

· Support to advocate and alert decision makers at national level on the challenges of water for production in Syria considering, recurrent droughts and degradation of irrigation infrastructures, (water scarcity);

· Develop network and partnership with key players in water for production sector;

· Play a leading role in documenting and disseminating FAO experiences and associated impact on initiatives on water for production and soil conservation for resilience building among stakeholders in collaboration with the Communication/Reporting officer;

· Plan and organise regular review, monitoring and evaluation sessions of sub surface dam and complementary water harvest management and soil conservation technologies with key stakeholders;

· Develop monitoring and reporting tools to demonstrate water for production efficiency in FAO projects;

· Support and carry out analysis within a multi-disciplinary team to understand the nexus of Drought and climate change adaptation impacts on water resource and agriculture production in Syria;

· Upon request represent FAO in water related meeting and forum;

· Up on request perform any other task related to water for production.

Minimum requirements

· Advanced university degree in rural/water engineering, rural development, agriculture, or a related field

· Seven years of relevant experience in agricultural, water resource management projects and technical support to Government institutions;

· Working knowledge of English and limited knowledge of one of the other official languages of FAO (Arabic, Chinese, French, Russian or Spanish)

Selection criteria

· Extent and relevance of experience in water resource management and technical assistance to government institutions

· Ability to analyse complex problems and provide sound technical advice and support to government counterpart for water resource management

· Ability to plan and organize own work and to meet tight deadlines

· Demonstrated experience with the design and implementation of systems of monitoring and evaluation of the impacts of rural and water investment projects and familiarity with methodologies for the economic, financial and institutional appraisal of projects

· Relevance of experience in Syria considered a strong asset
