NRGI is seeking a Capacity Development Specialist to support its work globally. NRGI’s Capacity Development program seeks to equip all stakeholders with the extractive-specific knowledge and skills to be able to play their role in fostering good natural resource governance. Capacity development officers help regional offices and technical staff expand and systematize approaches to building capacity through advising on program design, developing stakeholder specific curriculum, and collating experiences of best practice.
The Capacity Development Officer: Learning Specialists will manage NRGI’s flagship global courses, oversee learning between NRGI’s regional knowledge hub program, and support the continued development of online course offerings.
NRGI’s flagship global courses are critical towards its goal of developing informed, skilled leaders of resource governance policy. The two courses include an executive course conducted in partnership with the Blavatnik School of Government at the University of Oxford (“BSG”) and an advance practitioners course at the School of Public Policy, Central European University in Budapest (“CEU”). NRGI’s knowledge hub program is comprised of partnerships with universities and think tanks in NRGI’s regions of operation to build partner’s capacity to deliver context-relevant training, analysis, and research. Each regional program seeks to integrate cutting-edge research into relevant knowledge and skill building interventions that can help multiple-stakeholders improve their contributions to better resource governance. NRGI’s online courses include a massive open online course (MOOC) and a forthcoming interactive learning experience.
In managing these programs, the Program Officer will work closely with NRGI’s regional and program staff as well as partner institutions. The post will be based in London, UK (a posting in NY will be considered only for outstanding candidates), with regular travel to NRGI’s countries of intervention.
- Advancing NRGI’s global courses to increase impact. This includes advising and liaising with NRGI staff and partners to:
- design and run optimal learning journey for participants (including but not limited to in-person sessions);
- recruit the “right” participants for each course;
- select, contract, and liaise with course convenors and experts;
- analyse feedback and impact of courses, revising as necessary;
- Develop new lines of collaboration such as placements and joint research;
- Manage budgets and donors, fundraising as needed;
- Support regional knowledge hubs best learn from each other and capitalize on resources. This involves working with NRGI staff and partners to:
- design and delivering innovative courses or research, particularly in the integration of new research into course delivery
- identify and mobilize regional expert and alumni networks;
- progressively identify and harness synergies between NRGI and partner work;
- help hubs design and implement a system for the on-going capturing lessons learnt and impacts using a solid M&E framework;
- facilitate the ongoing exchange of lessons and experiences between partners and between NRGI and partners;
- Develop material (e.g. fact sheets, briefings, videos and case studies) to communicate rationale and impacts of hubs and global courses to a range of external audiences;
- Support growth of online course offerings as budgets and bandwidth allow;
- Other responsibilities to support the overall capacity development team as needed.
The responsibilities of this role are subject to modifications as required by the needs of the organization.

Demonstrated Knowledge and Experience
- Excellent trainer and facilitator;
- At least 5 years’ experience in running and managing capacity building projects in an international development and advocacy environment – including support of local partners at a distance, monitoring, and evaluation, financial management;
- Proven ability to build and maintain relationships with a wide variety of people with diverse background throughout a complex organization;
- Experience in establishing and developing successful partnerships with third-party institutions, including universities, policy institutes, think tanks and civil society organizations, with an emphasis on sharing and transferring knowledge and experiences towards greater ownership and leadership of programs;
- Superior analytical skills. This includes readiness and demonstrated ability to absorb new technical content and translate it into key messages and material that resonate with non-expert as well as technical audiences;
- Skills in effective documentation and communication of project progress and learning;
- Proven deep knowledge of adult learning and learning progression;
- Willingness to travel internationally – approximately 2 weeks per quarter.
- Post-graduate degree in a relevant field (public administration, political science, economics, international affairs);
- Knowledge of extractive industries’ governance and familiarity with common policy responses to natural resource governance challenges (experience with other technical governance topics, such as budgeting or taxation would also be considered a plus);
- Experience developing and implementing online curriculum;
- Knowledge of organizational learning theory and practice;
- Fluency in at least one additional language to English, preferably French, Arabic or Spanish.
