This position is with the Colorado Water Conservation Board which exists to advocate the protection, conservation, and development of the water of the State in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of the present and future inhabitants of the State of Colorado. 

Description of Job


This position is in the Interstate, Federal & Water Information Section of the CWCB which exists to protect Colorado’s decree and compact entitlements and to conduct all studies, analyses, and investigations pertaining to Interstate Compacts and negotiations on the Colorado and Arkansas River, the Colorado River Basin Salinity Control Program, the Endangered Fish Recovery Programs in the Upper Colorado River and San Juan River Basins, and other miscellaneous water resources. This includes researching and identifying all current uses of water, future projected uses of water, development and evaluation of complex water management models, and understanding the risks associated with all of these elements.  

The position  serves as the senior authority and manager in the design, development, implementation and maintenance of Colorado’s Decision Support Systems (CDSS) and other water information management tools at the CWCB for the entire set of rivers that begin in Colorado: the Colorado (including the White, Yampa, Gunnison and San Juan Basins), Rio Grande, South Platte and Arkansas River Basins. The position is responsible for the management of data, tools and products of the CDSS and other water information systems necessary to perform evaluations and planning studies of alternative river operating strategies use to maximize utilization of Colorado’s compact apportionment; instream flow appropriations for endangered fish; and other studies related to Board programs and activities addressing water policy decisions for interstate and intrastate water management. The position provides the public and Colorado decision makers with water resource information used to make informed decisions related to Colorado’s water resources. The position is subject to the general supervision of both the Chief and the Interstate & Federal Manager of the Interstate, Federal and Water Information Section.
Specific duties include:

  • The position ensures the CDSS tools are fully operational and capable of addressing important water policy questions for interstate and intrastate water management. The CDSS tools are co-managed with the Colorado Division of Water Resources (DWR). This position is responsible for working in close collaboration with DWR to ensure that CDSS developments incorporate the capabilities, ideas, and needs of both agencies.
  • The position serves as a work leader for the Decision Support System team and serves as an advisor on CDSS strategic decision making, operations, and prioritization of work. The position evaluates and reports on the progress of team activities, monitors workloads, and communicates and coordinates activities with other sections and agencies (primarily the Division of Water Resources).
  • The position serves as a technical advisor and representative of Colorado to negotiate with representatives of other states, as well as local, federal, and Colorado water interests in water resource modeling of statewide or interstate concern. The position analyzes water management options and makes decisions about water resource modeling that is considered and relied upon by other State agencies, local water management entities, federal agencies, and interstate organizations.
  • The position serves as a senior authority on water resource modeling to examine different water development activities in a manner that maximizes beneficial use of Colorado’s water resources in a manner that ensures continued compact compliance. For example, this position acts as a senior authority on modeling the dynamics of the Colorado River under various scenarios using RiverWare which helps the State understand its options for maintaining compact compliance under potential demand or climate scenarios. In addition, the position develops individualized modeling approaches to assess water management in the State, such as determining options for addressing high groundwater in the South Platte River Basin.
  • The analysis done by this position is used by managers and peers both internal and external to CWCB when making decisions regarding policy options. The position tailors modeling techniques to develop individualized modeling approaches to answer questions such as determining options for addressing high groundwater in the South Platte Basin.
  • This position develops, organizes, manages, and reviews water resource studies and draft legislation to assure consistency among various intrastate interests, State water right administration and interstate compacts. This includes the review of existing water planning models and studies for accuracy and potential incorporation into CDSS.

Minimum qualifications
Bachelor’s degree from an accredited college or university in Civil Engineering, Water Resource Engineering, Natural Resources, Watershed Science, Hydrology or a field of study directly related to the assignment AND five years of experience in water resource data collection and analysis and complex computer modeling for water resource planning and operations.

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. Additional appropriate education will substitute for the required experience on a year-for-year basis.

Conditions of Employment

  • Former employees of the State of Colorado MUST have concluded employment in good standing to be eligible for rehire.
  • Must be willing and able to possess and maintain a valid state of Colorado driver’s license.
  • Must be willing and able to travel occasionally within Colorado or outside of Colorado.
  • Must be willing and able to exert up to 20 lbs. of force occasionally to move objects.

Preferred Qualifications

The preferred candidate will have experience with Colorado’s Decision Support Systems and its components (including HydroBase, data management interfaces and models) and other water resource modeling platforms, state water laws and interstate compacts. Experience acting as a team leader is desirable. Groundwater hydrology and modeling expertise is a plus.  In addition, a graduate level degree in engineering or hydrology would be preferred.
