Org. Setting and Reporting
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Policy and Programme Division is responsible for the organization’s strategy, overseeing special initiatives, which includes environment and security work, and the organization’s performance review and monitoring. This position is located in the Policy and Programme Division.
•Formulates political engagement strategies; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long range solutions to environmental security issues in general and in specific geographical areas; identifies emerging issues pertaining to environmental security; analyses implications and makes recommendations on possible strategies and measures.
•Plans and oversees the management of activities undertaken by the Environment and Security Unit; ensures that programmed activities are carried out in a timely fashion in liaison with other organization, donors and agencies as appropriate.
•Takes the lead to develop, implement and evaluate assigned programmes/projects.; incorporates an integrated approach that includes a rights-based dimension, peace building sensitivity, best environmental practices and a gender perspective into the policy, planning and operational activities of the Unit.
•Manages, coordinates, organizes and supervises studies on a variety of environmental security issues
•Prepares briefing notes and talking points for the Executive Director and supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, meetings etc.
•Carries out programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance and recruitment of staff.
•Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities.
•Develops and maintains relations with senior government and UN officials and advises them on issues and policies of mutual concern.
•Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization.
•Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff

An advanced university degree (Master’s degree or equivalent) in political science, international relations, environmental management or a related field. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.
A minimum of ten years of progressively responsible experience in political science, international relations, environmental assessments/management or related area. Political engagement and environmental management experience in post-conflict situations are highly desirable. Supervisory experience would be an advantage. Experience within the UN system is desirable.
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
