Purpose of the Assignment

Under the guidance of the Regional WASH Advisor, the candidate will be responsible for two outputs:

  • Output 1. Support the implementation and development of WCAR WASH Sustainability framework in 9 WCAR countries [Benin, Central African Republic, Cote d’Ivoire, Ghana, Guinea, Liberia, Mali, Mauritania, and Sierra Leone]. 

  • Output 2. Develop a synthesis report for an ongoing WASH sector domestic resource mobilization study in 6 countries in the region [Burkina Faso, Cote d’Ivoire, Guinea, Liberia, Senegal and Sierra Leone].

Assignment Tasks / Expected Deliverables

The WASH Sector strengthening Expert will be responsible for the following: 

Output 1. Support the implementation of Sustainability Checks and transitioning of project led Sustainability monitoring in 9 countries in the region

  • Review of available sustainability check reports produced in the nine countries.
  • Providing remote support to Country offices in conjunction with IRC to develop plans for transitioning their sustainability frameworks towards more country led frameworks. 

    Output 2. Support implementation of 6-country Domestic resource mobilization study

  • Review country study reports and provide feedback to respective country offices
  • Develop a draft synthesis report on the study

Qualifications of Successful Candidate

Education

  • An advanced degree in a water and sanitation, public health or related field;

Years of relevant experience

  • At least 12 years’ experience including substantial WASH sector development and strengthening, at national and regional levels.
  • Knowledge of WASH sustainability frameworks.
  • Knowledge of WASH sector enabling environment including WASH sector financing.
  • Have worked in several countries providing technical assistance and support to government and partners on WASH sector development. Experience in West & Central Africa is desirable.
  • Fluent in English and French.

 

  • UNICEF will support the consultant in carrying out the duties outlined above, including but not limited to all background documents on the program.
  • In the event that the consultant is required to travel in connection with this assignment, the consultant will be required to send to UNICEF his/her certificates (Basic Security In The Field and Advanced Security In The Field) prior to the date which he/she shall commence travel.
  • After the contract is initiated, the consultant may, within reason and with the prior written approval of UNICEF, adjust line items within the proposed and approved budget, so long as doing so does not increase the total cost of contract.

UNICEF will pay contract fees only upon satisfaction of services provided
