Water Management and Planning Manager

RTI International is currently seeking a Water Management and Planning Manager for an anticipated USAID-funded water activity in the Philippines, The Advisor will be responsible for overall activity management and delivery.

Primary Responsibilities:
  • Supervise and directly manage technical implementation and guidance for USAID, GoP, project team and partners in areas such as water balance, water resource mapping, watershed management, water and multisector nexus assessments, climate variability impacts, water security, environmental compliance, M&E, and information, education and communication (IEC) activities. 
  • Provide oversight and strategic guidance for all technical activities associated with hydrology assessments, hydrological economic and hydrological futures modelling and associated impacts for evidence based policy and action. Lead team in development of decision support tools to help prioritize natural resource conservation efforts where high levels of water resource needs and economic activity collide.
  • Provide strategic technical guidance to GoP. local governments, USAID, chiefs of party (COPs), and other relevant stakeholders on technical activities associated with water resource management, monitoring and allocation.
  • Ensure the timely completion and quality of all technical deliverables and reports by project team.
  • Contribute to development of technical deliverables, project publications, website content and other documents as required.
  • Provide leadership for the tailoring and implementation of capacity development strategies for local and national governments and partners.
  • Provide substantive technical and policy contributions in collaboration with international and national partners such as ADB, World Bank, and USAID for the development of consistent and effective evidence-based best practices.
  • Oversee qualitative and quantitative operational research projects conducted in collaboration with local/regional partners and staff, to ensure scientific stature, data quality and accuracy; work with local/regional partners to ensure research findings are disseminated and used for decision-making, and build the regional evidence base for development and implementation of efficient and effective policies and initiatives.
  • Contribute to development of technical deliverables, project publications, website content and other documents as required.
