The World Bank Group (WBG) is seeking to recruit an Environmental Specialist, to be stationed in Hanoi, Vietnam, to support the growing climate change engagement in the context of the Mekong delta climate resilience program. This is a term appointment is for two years with potential extension.
The Environment Specialist under the supervision of the GEN2B Practice Manager will have the following responsibilities based on an annual objective agreement:
• Provide support to internal and external coordination on key areas of the Mekong Delta climate resilience program, involving key central and local government agencies, development partners and financiers, and colleagues in WBG Global Practices (GPs) and Cross Cutting Solutions Areas (CCSAs);
• Provide technical support to the development and implementation of lending and non-lending tasks (operations, technical assistance and analytical and advisory work) related to the Mekong Delta Program, including participation in preparation and supervision missions;
Facilitate and maintain effective communication with research institutes, private sector, NGOs and local communities on program activities, consultations and workshops for soliciting inputs. Work in coordination with government projects/programs financed by other development partners. As part of this, assist with the coordination of the Mekong Delta Forum, and convene and coordinate Mekong Delta Working Group and be the contact person on this Working Group for the World Bank;
• Provide support to activities on resource mobilization for the Mekong Delta Program with a focus on the resource mobilization for adaptation, climate change resilience and green growth issues;
• Provide support to, or lead, the development of knowledge products to bring in global best practice and knowledge on data, tools and models related to the Mekong Delta Program, on adaptation and resilience and related climate change and green growth issues.
• Coordinate and carry out other tasks as requested by the Mekong Delta task team leads and Practice Manager focused on the Mekong Delta Program. For example, the organization of training or knowledge sharing events, and helping the Mekong Delta project team with tasks that could inform engagement in the Mekong Delta.
The Environmental Specialist will form an integral part of Hanoi-based team in Vietnam and, as such, will contribute to the leadership of the Bank’s environment and climate program in the country. S/he will therefore also be responsible, working with colleagues based in Hanoi and in Washington, for building long-term business relationships with national and local government stakeholders, including development partners and NGOs/civil society with a focus on the Mekong Delta.
In addition to Bank-wide GF level criteria (see below), it is expected that the successful candidate will meet the following selection criteria:
a. Advanced degree (PhD or Masters) in environment or natural resource management, environmental science/engineering, climate change or related field.
b. A minimum of 4 years of full-time relevant professional experience in environment/climate change in Vietnam, with knowledge and experience in one or more of the following areas is required: climate resilience, environment or natural resource management, climate change policy/ finance.
c. Experience working on multi-sectoral challenges relating to climate change, environment, water resources and agriculture, in particular in the Mekong Delta region is important. Additional direct country-level experience relating to climate change activities (mitigation, adaptation, policy and financing) is preferred.
d. Demonstrated project management and operational experience.
e. Proven teamwork and successful experience working with multi-sectoral teams.
f. Experience working with a wide range of stakeholders, NGOs, international organizations, development partners and with the government is important.
g. Excellent communication skills, both written and oral in Vietnamese and English, is essential.
h. Demonstrated capacity to work in teams and share knowledge. Demonstrated experiences, publications and contacts with external research institutes and academia would be positively considered.
i. Demonstrated ability to work independently and at a high level to achieve results with agreed upon objectives and deadlines is required.
j. Strong interpersonal and communication skills are required.
k. Willingness to travel extensively, including in rural areas, is required.

Environmental Sciences –Basic experience applying knowledge (Climate change, soil science; water; ecosystems; conservation; agriculture concerns, air quality etc.) to policy-related decisions and advice.
Project Design for Impact and Sustainability – IL – Contributes to the design of projects and programs, based on an understanding of the country and sector context.
Sector Dialogue – IL – Contributes to dialogues with the client on familiar topics, with a narrow scope, based on a solid understanding of the sector.
Operational Project Management – Demonstrates basic knowledge and understanding of project management tools & methodologies, as well as of Bank instruments and processes related to project preparation & implementation, resource management, and stakeholder communications.
Strategic and Technical Analyses for Country/Sector Issues – Contributes to the formulation and implementation of analytical work and policy papers, leveraging relevant analytical tools and a grasp of issues surrounding policy and sector reform.
