As the Planning Division Manager, you are an essential member of our management team.  Your leadership will assist us in accomplishing our mission and goals and in performing ecosystem and salmon recovery planning for the agency.  Your oversight will aid in fulfilling our statutory directives in the Action Agenda (the shared regional plan for Puget Sound recovery) and Puget Sound salmon recovery planning.

Duties

In this role, you will assist with defining agency policies on a range of related internal and external issues.  You will be relied upon for your proactive and ongoing communication and alignment with a wide range of public and private partners, stakeholders, professional networks and boards.
 
Some of what you’ll enjoy doing:

  • Developing and managing the Action Agenda through extensive partner involvement;
  • Presenting to agency boards such as the Leadership Council, Salmon Recovery Council, Ecosystem Coordination Board and the Science Panel;
  • Ensuring close coordination with the Tribal Management Conference and state partners;
  • Overseeing the salmon recovery planning, including Chinook chapter updates and steelhead recovery planning;
  • Aligning annual work plans, communications to partners, shared resources, and implementation of timelines and deliverables;
  • Overseeing budget and performance of staff and planning functions;
  • Responding to and directing legislative affairs as they relate to the planning functions and objectives.
Qualifications

Required:

  • Bachelor’s Degree in Planning, Environmental Management, Natural Resources, Public Policy, Public Administration or a related field;
  • Seven (7) years of related professional experience;
  • Five (5) years of project management experience;
  • Three (3) years of supervisory experience;
  • Experience in science and/or data informed planning.
The preferred candidate must possess the following competencies:
  • Substantive knowledge of the issues in which the Puget Sound Partnership is involved;
  • Excellent presentation skills and the ability to translate technical information to varied audiences;
  • Excellent judgment in a multi-faced, fluid and fast paced environment;
  • Establishment and maintenance of professional and personal credibility and positive relationships with external partners, including boards.
  • Creative, strategic and innovative with analysis and problem-solving experience.
  • The ability to work in a political environment with sensitivity to controversial issues;
  • Committed to public transparency and accountability;
  • The ability to toggle among the needs of the Planning Division, the agency and our partners in order to make balanced and pragmatic decisions.
Preferred/Desired:
  • Master’s degree in Environmental Management, Natural Resources, Planning, Public Administration or a related field;
  • High level management experience in a complex, public sector work environment;
  • Program administration, including personnel, budget and grant/contract management, performance management, and accountability;
  • Strategic planning, policy development, analysis and implementation;
  • Experience with tribal governments;
  • Strong supervisory and mentoring skills;
  • Experience and interest in process and performance improvement (LEAN, Baldridge, etc.)
