This will be accomplished through four intermediate results (IRs, each with several sub-IRs), and supporting activities, as defined in Section C, Statement of Work (SOW) of the PANI Contract, which provides the framework and overall guidance for all PANI team members.
At the watershed level, watershed profiles/health reports will assess sustainable watershed management opportunities and risks. They will provide the basis for action plans that define objectives, actions, roles and responsibilities for the PANI team, its partners, and collaborating stakeholders. They will also serve as the basis for refining monitoring and evaluation indicators and milestones to assess progress. The essential element in the profiling process is participation and ownership by each watershed’s communities and the stakeholders active in each watershed. This “ownership” ensures stakeholder commitment to attaining PANI’s above-noted biodiversity and climate change objectives. The watershed profiles and health reports will serve as the basis for negotiated collaboration with PANI project assistance through specific Tasks as defined in the Contract and the Annual Work Plan (AWP).
The Senior Operations Manager position is based in Kathmandu, with travel to the PANI’s Nepalgunj office and target river basin areas. The level of effort is 260 days per year until the close of the project on December 16, 2020.

The Senior Operations Manager will be responsible for the following:
All operations including but not limited to administration, logistics, procurement, grants, budgeting, finance, and property management. Provide overall supervision of operations, finance, and HR/administration staff in the Kathmandu office, Nepalgunj office, and watershed management specialist remote workspaces.
Supervise the Finance and Administration Manager, Operations and Procurement Officers, IT Specialist, and Human Resources/Office Manager. The position may also manage the Grants Director.
Supervise the daily financial operations of the contract, which include cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.
Manage the PANI project budget, including overseeing all pipeline projections and necessary realignments, in close coordination with the COP.
Oversee project procurement processes and assure the most reasonable, expeditions, and appropriate procurement choices were made pursuant to DAI’s Field Operations Manual.
Facilitate close coordination between PANI grants, technical and operations teams to ensure expeditious and compliant activity planning.
Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
Ensure compliance with the PANI contract and USAID regulations, including grants administration.
Ensure procurement, administrative and personnel files are properly documented, well-organized, updated and closed upon completion of an activity.
Conduct regular training to PANI staff on Finance, Procurement and Ethics.
Periodically update Emergency Preparedness and Response Plan and Field Operations Manual as necessary.
Support preparation of USAID contract deliverables such as quarterly reports, quarterly financial reports, accruals, short-term consultant reports, and workplans.
Ensure that the PANI program’s registrations with relevant government institutions are up to date.

Demonstrated supervisory experience
Fluent in USAID policies and procedures in regards to procurement processes and financial compliance
Excellent interpersonal skills and an ability to manage a diverse range of professional relationships
Experience with grants management a plus.

University degree in international development, economics or related field; Master’s degree strongly preferred
