Advisor (m/f) for Integrated Water Resources Management

Field of activity

GIZ has provided support for the water sector reform process for many years. It advises the Zambian Government on the implementation of two national programmes for the urban and rural water supply and sanitation services, and for the establishment of climate-sensitive water resources management. The objective of the GIZ project WSRP (Water Sector Reform) is to improve the legal, organisational and institutional framework of the Zambian water sector as well as to enable greater access to clean drinking water and adequate basic sanitation. Jointly with its implementation partner Water Resources Management Authority (WARMA), subordinate to the Ministry, the project aims to improve the management, development, and securing of water resources in Zambia. It works on national level as well as on catchment, and sub-catchment level (lower Kafue).

Your tasks

  • Advise and support the Water Resources Management Authority (WARMA) in the field of WRM concepts and organisational development
  • Advise within the transition process from the old institutions (Water Board, DWA) to the new institutions i.e. WARMA
  • Contribute to the development of the national WRM strategy, as well as catchment and sub-catchment planning processes
  • Support organisational development processes at national level and the establishment of sub-catchment levels
  • Develop institutional strategies to make the WARMA self-financed through water permits and other sources of income
  • Establish links to the disaster management and the mitigation unit (DMMU) at the office of the Vice President and Zambian Meteorological Department (ZMD)
  • Liaise with all relevant Government of Zambia partners as well as with cooperating partners in the sub-sector such as the World Bank, African Development Bank
  • Coordinate and supervise subcontracted consulting firms

Your profile

  • Academic degree (master, diploma) in engineering, environmental management, geography or another relevant discipline
  • Many years of professional experience in Water Resources Management
  • In-depth knowledge and proven experience of change processes, climate adaptation and environmental protection measures
  • Experience in the area of development cooperation and in working abroad
  • Experience in supervising consulting firms
  • Proven management and organisational skills
  • Ability to build good working relations
  • High intercultural competence
  • Fluency in English and German
