DUTIES AND RESPONSIBILITIES

Under the supervision and guidance of the Chief, Hydrological Forecasting and Water Resources Division (C/HFWR), the incumbent will perform the following duties:

(a) Develop a new business model for the Associated Programme on Flood Management (APFM), attracting potential partners and donors for core funding;

(b) Develop and submit project proposals for specific ad hoc activities related to APFM to major donor agencies;

(c) Assume responsibility for capacity-building projects in the field of integrated flood management, coordinating with the Capacity Building in Hydrology and Water Resources Management Office;

(d) Liaise with support base partners of the APFM and coordinate development of practical products based on requests received through the Department of Climate and Water, the Global Water Partnership, and the Integrated Flood Management (IFM) HelpDesk;

(e) Strengthen the ability of the APFM HelpDesk to address early warning systems for flood hazards, identifying possible partners and developing practical inter-linkages between the content of the APFM and other flood forecasting related activities in HFWR and WMO;

(f) Conceptualize and develop flood-related climate services for the focus countries of the Global Framework for Climate Services (GFCS);

(g) Further develop and manage the HelpDesk on IFM, and coordinate with relevant officers in the Agricultural Meteorology (AgM) Division for the establishment of a HelpDesk on integrated drought management;

(h) Carry out other relevant duties as required.

QUALIFICATIONS
 

 
Education
Master of Science or equivalent in civil engineering, hydrology, or a closely related field with an emphasis on flood management.
 
Experience
At least five years of combined national and international progressively responsible experience in the field of disaster management. A good knowledge of water-related international programmes. Experience in organizing meetings, project coordination, writing and reviewing project proposals, technical reports and project documents at the international level. Working knowledge of WMO and other major donor agencies (The World Bank Group (WBG), European Commission (EC), etc.) would be an advantage.
 
Other requirements
Maturity of judgement; ability to take initiative and to produce original ideas; capacity for planning, organizing and managing projects and programmes. Excellent knowledge of Microsoft Office applications. Proven ability to draft project proposals, reports and documents. Ability to work in a multicultural environment and foster team spirit.
 
Languages
Excellent knowledge of English or French and a good working knowledge of the other language. Knowledge of other official languages of the Organization would be an advantage.

(Note: the working languages of the WMO Secretariat are English and French. The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
