The situation in Zimbabwe with regards to water and sanitation is deeply marked by distress. There is lack of improved water and sanitation systems for the majority of women and children. MICS 2014 reports that 76% of Zimbabweans had access to improved drinking water and 61% with access to improved sanitation facilities. The challenge is particularly acute in rural areas, with 43.5% practicing open defecation; more than 50% of community piped water schemes are non-functional.
To contribute to increasing WASH service delivery and strengthening of WASH coordination, institutions and, sustainability UNICEF with funding from DFID implemented a Rural WASH Programme (RWP) running from 2012 to 2016 in 33 districts of five provinces. The RWP has subsequently been extended to an additional three provinces, through a project addendum running up to October 2018.
The project is being implemented through government structures (National Action Committee – NAC structures at national, provincial and district levels as well as sub-district WASH structures) in partnership with NGOs/IPs that entered into PCAs with UNICEF. In the extension phase of the RWP, the NGOs will facilitate for the activities, outputs and outcomes of the project through the District Water and Sanitation Sub- Committees of the project districts in the three new provinces whilst the DWSSC will facilitate the activities been undertaken in the five initial provinces.
The RWP has various processes and tools for monitoring progress against key performance indicators as provided for in the project document and log frame through the efforts of the Programme Management Committee (PMT), UNICEF’s routine monitoring systems as well as Annual reviews with donors.
At the national level, a national Rural WASH Management and Information System (RWIMS) is being implemented and aims to contribute to sustainability of installed water points by providing a regularly updated status of water point functionality which will be used to contribute to timely system of response and repairs; currently, RWIMS has been implemented in all five RWP provinces with ongoing engagement of national and provincial government structures for ensuring regular updating of data is done and definition of roles of all stakeholders.
Under the RWP, monthly progress reports are provided by all target districts with the support of implementing partners to track progress, identify bottlenecks and make recommendations. The individual district reports are consolidated and shared with donors, districts and partners and relevant graphs/pictorials are also produced. For the submitted progress reports to be useful in informing programme corrections and monitoring, the data must be consistent, timely shared amongst all stakeholders, easily accessible to all and reliable.
It is proposed to develop an online reporting system in order to improve on the above mentioned and following aspects of the RWP reporting system;
- Contribute to reduction in amount of time required for reporting
- Improve the reliability of data inputs and create inbuilt system of checking consistency of data
- Provide online access to monitoring data to all RWP players, including use friendly dashboard
- Improved flexibility in generating graphs/pictorials from project data
UNICEF thus requires the services of a suitably qualified individual consultant to develop an online monitoring system for reporting monthly progress of key indicators of the RWP.
The objectives of the assignment are:
- To develop an Excel Template reporting system
- To design an Interface that imports data from the Excel Template into an SQL database
- To develop dashboards for specific indicators from the SQL database
- To develop and interface for inputting comments and other textual and numerical data
Methodology & Expected Output
The consultant is expected to design the system using existing technologies and open source software. In addition, it is a must for the consultant to use the Systems Development Life Cycle (SDLC) methodology. Furthermore, the developed system should meet the following outputs:
- The Excel template should validate the data before it is uploaded into the database
- The interface for uploading the data into the database should be interactive and easy to use
- Dashboards should be executed from both the database
- The system should be automated as much as possible

All deliverables will have to meet expected quality as assessed by the supervisor of the assignment.
The consultant is expected to start on 1 June 2017 and completed in 33 working days within a period of 11.5 months
The Consultant should have the following:
- University degree in Computer science, Information Technology or related field
- At least 2 years’ experience in designing WASH or related sectors (Nutrition, Health, Education etc) Management Information Systems and dashboards
- In-depth knowledge of web based database development and analysis techniques
- Proven experience in coding systems on similar subjects
Minimum 2 years hands-on software development experience with a mix of the following frameworks, tools and languages:
- Python or Ruby
- Django (or experience with a framework such as Cheetah, Camping, Rails)
- Source code management / Version control systems (Git)
- mySQL, SQL Server Express
- XHTML and CSS
- Mapping (Google Maps API/ Openlayers)
- Lightweight libraries for interacting with graphing, photos.
- Proficiency in object oriented back-end programming languages;
- Ability to produce high quality work on a variety of issues within very short deadlines.
