Job Purpose

Provide substantive technical input and analyses during the formation and articulation of policies and strategies in developing member countries (DMCs), within general policies, principles and goals in the agriculture and natural resources sectors. Take a lead in the development of loans and Technical Assistance (TA), ensuring that implemented projects are in accordance with ADB guidelines and interests as well as the identification of opportunities of potential ADB projects. Work within general policies and goals, working directly with clients.

Expected Outcomes

Strategy and Planning

  • Provide technical inputs and analyses in the development of policies, strategies and innovative participatory approaches to further development in the agriculture and natural resources sectors in the context of environmentally and socially sustainable agricultural development and rural poverty reduction.
  • Develop and implement economic and sector work such as the identification and analysis of agriculture and natural resources sectors development trends, economic analysis for regional and DMC specific sector studies and TAs, etc.
  • Contribute technical inputs for country programming and contribute to the development of the Country Partnership Strategy (CPS).
  • Participate in interdepartmental working groups on agriculture and natural resources sectors issues, and participate in country teams.

Project Development

  • Supervise and review economic analysis and provide technical inputs for the identification, design, development, and processing of loan and TA projects in the Division’s regional member countries to ensure consistency with policies and strategies to further development in the agriculture and natural resources sectors.
  • Participate as mission member responsible for agriculture and natural resources management issues in the identification, preparation, appraisal, and supervision of loans, grants, and TA projects related to water supply, wastewater, urban development and environmental management.
  • Lead missions and other activities for the administration of sector and program loan and TA projects in the agriculture and natural resources sectors.

Policy and Project Evaluation

  • Provide methodology and framework for ecosystem management, resource valuation and cost-benefit analysis, and their monitoring
  • Ensure the development impact of the natural resources portfolio is monitored and evaluated
  • Evaluate the cost and benefit analysis of projects as well as draw lessons for future projects
  • Review economic work on the natural resources management development trends, economic analysis for DMC specific studies

Knowledge Sharing

  • Keep abreast of the latest policy and technical developments in international and national agriculture and natural resource management of relevance to the division.
  • Liaise with governments, multilateral and bilateral organizations, civil society and NGOs to review and exchange information on agriculture and natural resources management issues and programs.
  • Coordinate and contribute to sector and thematic studies and prepare knowledge products related to agriculture and natural resources management issues.
  • Substantially contribute knowledge, inputs and insights to activities for advocacy, dissemination and knowledge building on agriculture and natural resources management issues.

Staff Supervision

  • Take the role of coach to develop capabilities/potential of reporting staff.
  • Supervise the performance of reporting staff with oversight from a more senior staff, providing clear direction and regular monitoring and feedback on performance.
  • Plan and ensure the on-going learning and development of reporting staff.

Qualifications

Education Requirements

  • Master’s Degree, or equivalent, in Economics, preferably with specialization in the Agriculture and Natural Resources sectors, Environment or other related fields. University degree in Economics, preferably with specialization in the Agriculture and Natural Resources sectors, Environment or other related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree

Relevant Experience

Work Experience

  • At least 10 years of relevant professional experience in the agriculture, natural resources and environment management, or economics at senior level.
  • Experience in applying expertise in an international setting within the natural resource sector.
  • International experience working in several developing countries.

Technical knowledge

  • Proven application of expertise within agriculture and natural resources management area, or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community

People and leadership skills

  • Able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
  • Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
  • Act as a coach to develop the capabilities/potential of more junior colleagues
