Background
 

In line with the One Strategic Plan of the UN in Viet Nam for the period 2016-2021, UNDP Country Programme Document (CPD) 2016-202 underlines UNDP’s work to promote low-emission, resilient and environmentally sustainable development in Viet Nam. UNDP targeted policy advisory service and technical assistance will also assist Viet Nam to mobilize, track and make more effective use of mobilized resource, including public/private domestic and international finance for biodiversity conservation, environmental protection, climate resilience and low-emission development.

Under the supervision of Assistant Country Director (ACD)/ Head of the Climate Change and Environment Unit, the POE is responsible for development and management of projects and activities in the areas of biodiversity and environment. The POE works closely with Regional Technical Advisors in Bangkok Regional Hub, and International Technical Specialist, and Programme Analysts in Viet Nam Country Office.

 
Duties and Responsibilities
 

Summary of Key Functions:

The project development and management officer position has following three functions:

  • Effective formulation of new projects and resource mobilization from public/private domestic and international funding sources, including Global Environmental Facility (GEF).
  • Effective management and implementation of projects and activities relating to biodiversity and environment.
  • Quality technical and policy advisory service to UNDP partners, facilitation of policy dialogues and knowledge management.

The PO is also expected to contribute to the UN Deliver as One (DOA) agenda in Viet Nam, through UN Result Group on Climate Change and Environment.

Functions

  1. Ensures effective formulation of new projects, focusing on achievement of the following results (50% of time)
  • Implementation of the UNDP partnerships and resources mobilization strategies, focusing on project formulation to mobilize funds from various external resources;
  • Thorough analysis and research of the country political, social and economic environment and preparation of substantive inputs to key strategic and policy documents, which direct and guide UN/DP support interventions to Viet Nam;
  • Strong partnership with UNDP strategic partners, including Government agencies, development partners, businesses, NGOs, and other stakeholders;
  • Quality concept notes and project documents of new ideas for resource mobilization and planned interventions by UNDP. This requires the POE to identify feasible initiative, lead the project formulation, consultation, and submission.
  1. Ensures effective management and implementation of a portfolio of biodiversity and environment projects and activities, aiming to achieve the following results (40% of time)
  • Proper guidance to the project counterparts in management, coordination, and implementation of projects and activities;
  • Effective application of Result Based Management (RBM) tools, to ensure proper planning, budgeting, M&E and reporting of projects and activities, including establishment of milestone, indicators, baselines, targets, means of verifications, and M&E scheme;
  • high quality results and impacts, including introduction of performance indicators/ success criteria, and mechanisms for review and quality checks;
  • Performance of the functions of project manager in UNDP system as required, including participation in recruitment processes for projects, budget re-phasing exercises, and closure of projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions, in full compliance with HACT guidelines;
  • Follow- up on project review’s and audit recommendations;
  • Timely preparation and submission of quality project reports, including contribution to the UN/UNDP regular monitoring, evaluation, and reports on outputs, outcomes, and impacts;
  • Effective documentation of experience, lesson learnt, and knowledge generated by projects/activities.
  • Contribution to UN DAO approach in Viet Nam.
  1. Provides quality technical and policy advisory services to UNDP partners, facilitation of policy dialogues and knowledge management, aiming to achieve the following results (10%)
  • Bridging and mobilizing international knowledge, norms and best practices to Viet Nam;
  • Facilitation of knowledge building and management, including (i) identification of sources of information related to policy-driven issues; (ii) identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals; and (iii) quality contributions to knowledge networks and communities of practice.
  • Preparation of policy briefings, advocacy messages, and speeches for policy dialogues and high-level events; Identification of opportunities for policy dialogues and advocacy, and make contribution to and facilitate such dialogues;
  • Close collaboration with other UN organisation in providing technical advisory
  • Contribution to the development of Government’s policies/regulations that will address the country problems/ development needs.

  5. High visibility of UNDP through strong communication and wide distribution of results/materials, lesson learnt, best practices and human interest stories;
  6. Active contribution to advocacy, quality inputs to the policy research, and consultations.

Required Skills and Experience
 

Education:

  • Master degree in natural resources management, environment protection, social science, economics or related fields.

Experience:

  • At least three (3) years of progressively relevant professional experience in building partnership and providing technical and policy advisory services in the areas of biodiversity and environment;
  • Hands-on experience in formulation of development projects, and in management, implementation, monitoring and evaluation of projects.
  • Proven networking skills and ability to interact with senior officials senior management;
  • Excellent communication and organizational skills;
  • Good knowledge of gender equality and civil society participation are advantageous; and

IT requirements:

  • Excellent knowledge of office IT equipment, and social media applications.

Language Requirements:

  • Full fluency in the English and Vietnamese.
