Key experts for technical assistance to ACP Secretariat for the Intra ACP GCCA+ Program and Climate Support Facility Management (Various positions and levels)

The GCCA+ Intra-ACP programme supports members of the African, Caribbean and Pacific Group of States (ACP) to tackle climate change as a challenge to their development through technical assistance, promoting knowledge sharing, initiating regional dialogue, and facilitating regional partnership on climate change issues. Under this assignment, a Brussels-based programme management unit (PMU) will be set up in order to provide Technical Assistance to the ACP Secretariat in the operational management of the 11th EDF Intra ACP Global Climate Change Alliance + (GCCA+) Program. Technical assistance will consist in supporting the ACP Secretariat for any issues pertaining to the coordination of the GCCA+ components of the Financing Agreement in reference, including monitoring, knowledge management, communication/visibility, support to policy dialogue and advice on requests for assistance under the Climate Support Facility + (CSF+) to ACP regional institutions and countries to complement and supplement the various components of the 11th EDF Intra ACP GCCA+ Program.

Acclimatise has been shortlisted as part of a broader consortium and are in the process of forming a project team. We require 4 key experts with various profiles, as described below.

Please note that these roles require availability of 860 working days from July 2017, over a period of 48 months. The roles will involve regular missions, principally to ACP countries.

Team leader (full time, 48 months)

The team leader (TL) will be permanently based at ACP secretariat in Brussels and will have the overall responsibility for planning, coordination, implementation and reporting for all project activities. The TL will oversee all key and non-key experts. The TL will support the ACP Secretariat in the management of the ACP-EU Intra ACP GCCA+ programme components as well as in the development of strategic dialogue in relation to climate negotiations and Paris Agreement implementation. The TL will liaise closely with the ACP Secretariat and the EC and keep both partners appraised on the progress in programme implementation. The TL will provide technical advice and prepare work plans, progress reports and budgets. The TL will be responsible for approving reports prepared by technical experts mobilized via the ACP-EU Climate Support Facility (CSF+).

Qualifications and skills

  • At least a master’s degree or equivalent in environmental science, development studies, economics, natural resource management, or related fields;
  • An excellent verbal and written command of English and at least a working knowledge of French;
  • Excellent management and communication skills

General professional experience

  • At least 10 years work experience, with increasing levels of responsibility, in the field of climate change and environment sector development;
  • Substantial international consulting experience would be an asset

Specific professional experience

  • Experience as Team leader of at least 1 climate change and environment development project
  • At least 5 years work experience related to climate change/environment conventions negotiations process including: the development aspects of the Paris Agreement;
  • Good knowledge of the ACP-EU dialogue on climate change as well as other dialogues related to development and climate change actions (SAMOA pathway etc.)

Other preferred requirements: experience working together with ACP regional Economic Communities, experience managing EU-funded development cooperation programmes; experience establishing and implementing monitoring system of EU-funded development cooperation programmes.

Deputy team leader/Administrator of the Climate Support Facility (senior expert, full time 860 working days)

The Administrator of the Climate Support Facility (ACSF) will be permanently based at ACP secretariat in Brussels and will have the overall responsibility for the implementation of the ACP-EU Climate Support Facility (CSF+) as well as contributing to the monitoring of the ACP-EU Intra ACP GCCA+ Programme. The ACSF will be responsible for the day to day technical, administrative and logistical tasks of the CSF+. Together with the TL, the ACSF will liaise closely with the ACP Secretariat and the EC and keep both partners appraised on the progress and complementarity of support provided via the CSF+ with other components of the Programme. The ACSF will prepare the TOR for mobilizing the CSF+, the work plans and budgets and review the mission reports. The ACSF will assist the TL in supporting the ACP Secretariat in the management of the ACP-EU Intra ACP GCCA+ programme components.

Qualifications and skills

  • At least a master’s degree or equivalent in environmental science, development studies, economics, natural resource management, or related fields;
  • An excellent verbal and written command of English and at least a working knowledge of French;
  • Excellent management and communication skills

General professional experience

  • At least 7 years work experience, with increasing levels of responsibility, in the field of climate change and environment sector development;
  • Substantial international consulting experience would be an asset

Specific professional experience

  • At least 3 years work with organizational and administration experience preferably in dealing with development and/or climate change matters and technical assistance service delivery;
  • Good knowledge of climate change development aspects and its adaptation component in particular

Other preferred requirements: experience working together with ACP regional Economic Communities, experience managing EU-funded development cooperation programmes; experience establishing and implementing monitoring system of EU-funded development cooperation programmes.

Communication/knowledge management expert (junior expert, full time 860 working days)

The expert in Communication and Knowledge Management (CKM) will be permanently based at ACP secretariat in Brussels and will have the overall responsibility of the Visibility and Communication of the ACP-EU Intra ACO GCCA+ Programme. It will work on the establishment of the mechanism to better knowledge sharing across the ACP-EU Intra ACP GCCA+ Programme. The CKM will identify strategic knowledge domains, collect all informational resources relevant, work on creating a shared vision of domains of interest among programme stakeholders and organize the function Knowledge Management.

Qualifications and skills

  • A university degree, preferably at masters level, in communication, knowledge management or equivalent;
  • Excellent drafting skills in English are essential; excellent drafting skills in French would be a distinct advantage
  • Excellent text and image editing skills
  • Good website designing skills
  • Excellent knowledge and use of social networks and other modern communication tools

General professional experience

  • At least 5 years of work experience in communication and knowledge management

Specific professional experience

  • At least 2 years of experience in communication and visibility in development cooperation programmes (project communication and visibility plans etc.)
  • Experience in management of media relations (written, audio-visual, online services)
  • Experience in improving the learning capabilities of an organization/community of practitioners, eg. by stimulating networks and communities of practice
  • Work experience in ACP countries would be an advantage

Other preferred requirements: Experience organizing events and conferences, experience establishing networks and communities of practice

Programme Assistant (junior expert, 860 working days)

The programme Assistant will support the Team based in ACP Secretariat in all of their respective tasks.

Qualifications and skills

  • At least a masters degree or equivalent in a relevant field (climate change/environment/natural resources management or other relevant disciplines)
  • Fluent in both English and French; excellent drafting skills in both English and French
  • Good presentation skills

General professional experience

  • At least 5 years of professional experience in the field of climate change and environment sector development

Specific professional experience

  • Relevant experience in the provision of climate change/environment/management of natural resources technical assistance
  • Good knowledge of climate change negotiations and the development aspects of the Paris Agreement in particular
  • Experience acquired managing EU funded programmes in ACP countries would be an advantage

Other preferred requirements: Experience in climate change/environment conventions negotiations process; experience managing/implementing development cooperation programmes; experience in monitoring development cooperation programmes
